The option is there below the onscreen information: "we can't process this order bla bla bla". You should see something like "submit an appeal...." in red. Click on it and follow the instructions provided.

Try adding the card to your payment options if you never add am already. They were worrying me with appeal, too. But as soon as I saved the card to my --one hand the payment went through!

Use " global package tracking" website to track it. Just put in the tracking number and hit the track button.
