The requirement for winning.the election is to cumulatively have the highest votes as well as 25% in at least 24 states, and BAT meet that requirement.

It is irelevant if he lost in Lagos ,Osun or any other state you mentioned..what you have failed to mention is that he came a very close second in nearly all the states you mention which helps his total votes and that the winners of those states are divided between nnpp,lp and pdp, while he maintained a 2nd position in all, thereby becoming the overall winner
