If it was none appearance maybe the agent have scammed him or misplaced his port but just giving flimsy excuse but if he appeared perhaps they’re trying to run some investigation on him perhaps he bears a name that might have showed up in their database as someone that have defrauded a US citizen in the past and sooner or later they will arrest him or one a good note he might get a call from them to come pick up his visa. I have heard of situations like this. So only your boy knows the circumstance surrounding his application.
