as you said moving files to obb and data restriction is a generic problem, I equally encounter same, especially if you are using default app for the transfer like file or file explorer, simply install X-plore, I am pretty sure you can bye the restriction, that is what I used to transfer files for modern combat 4 to obb

Well, I already figured it out. "This warning indicates that a device has at least one -installed certificate." I installed Adguard app and it required a certificate to run. I've cleared it though, no more monitoring at least non that I know of.
