FCT is not a state, it's the federal capital territory

FCT Only has one senator

FCT only has 2 house of representatives

FCT don't have a governor but a minister

The constitution is clear.You must not win Abuja but you must get 25%. Abuja does not have a Governor and a President that doesn't have 25% of votes from it's people can't appoint their Minister
