Ielts is needed for visa application.
There are other many methods to prove your English proficiency other than IELTS. These are Naric/ecctis, pte, and WHATEVER you would like to provide.

Might be healthy to say depends on your employer and HO at that point.

I got a mail this morning which says my skilled worker vignett (visa) is successful . A brp mail but not collection mail yet . Does this mean my visa application is succesful ?

Does ukvi always send this mails to successful applicants of tier 2,or just some lucky few who get this kind of heads-up mails.

Here's my own timeline:
I had my interview on 3 Nov. offer of employment on 6 Nov. Submitted police character on 15th, my references responded around same period. They sent a mail to confirm that they will proceed to apply for my cos on 16th (I had to call her to remind her about the maintenance). COS was issued and sent to me on Friday 18 November.
My sponsor is one of the NHS Trusts.
