I think you quoted the wrong person because I am of the strong opinion that the new buyer should bear the cost of the delivery fee.

The delivery fee is a different payment in the transaction. If he feels he is doing the seller a favour or is worried about the fact that the item is defective and he is yet to see it, then he should negotiate with the seller for the price of the game itself and not the delivery fee.
