The mall is cheap at 2 billion naira. That's the price of some houses on Banana Island. Even small Adeniran Ogunsanya Mall in Surulere cost more than 2 billion.

Some days ago, I was at a secondary school in Surulere (across the bridge from the Island) in Lagos for a friend's event where he is educating secondary students about the perils of peer pressure. I honestly wasn't expecting what I saw as the state of this secondary school.
It left me wondering if this was a school or a dump yard. Why in heaven's name are Nigerian leaders looking the other way while the young ones study in this sorry environment?

You know nothing about building & construction. To run a conduit aircondition alone on that building am seeing up there should cost you nothing less than 200-300million: and that’s just cooling system. You guys are funny. 2Billion is unsurprisingly within the price range.
I am glad people with analytical mind see things as they truly are.
That development will cost more than N2bn, except El-Rufai has a special FX arrangement with AsoRock and CBN or they are going to deliver a badly constructed development.

Your excuse is NOT valid in the least. Let me give you a little breakdown tilted to your direction in fact.
Let say the chief engineer takes N200,000 per month (which should be definitely not up to), that's N3.6m in 18 months,
The site workers are 30 (which shouldn't be up to) & they take N100,000 per month, that would be N54m.
That work would be completed with even less the money I've stated.
