It doesn't matter so long as they have other requirements, like valid English test result and or French's, ECA, one-year work experience in Canada for the eligible NOC if claiming CEC etc. The problem is one-yr Postgraduate work permit may be too short for some people. Some people even don't bother with the Canadian work experience, they use their foreign's only if they are competitive under FSW.

If not possible, let them enrol into another program ooo. PGWP is granted once in a life time.

My Indian friend has ITA now. She has all those plus 30pts from Canadian education (She works ..not up to a yr though) and her partner's points. Indians plan these things from the wombs!
