Annexing those 4 regions as part of Russia means any attempt to reclaim those 4 former Ukraine territory will be defended by Russia. Meaning they can defend those regions against any aggressor with everything they have including nuclear weapons.
That was why zelensky quickly applied for NATO hip recently so that they can use their forces to reclaim those land but the NATO secretary has reacted they can't accept Ukraine at the moment.
Those lands are gone forever and if Ukraine dares attack those land, then Russia will declare war on Ukraine.
