The question to ask is why would they deploy resources to monitor votes per min? What would be the benefit? When all they need is final voting results by Friday....

Even the US election voting with all the advanced technology available do not have instant global result collation .....

I'm saying which ever way you vote , the channel submits to a central database via a webservice. I get that they cannot get accurate result as the votes comes in per milliseconds . But you should be able to spool the report for a particular time . Comparing to the USA , you know they also vote manually so it won't be easy to collate at once
