I've seen it sometimes but I never really payed attention to it. What is the significance of hair around one's house?

Though female hair is know to be used as a weapon of seduction and physical attraction, however looks like in this case of yours, it simply is a matter of careless cleaning or tidying up and a sloppy standard of personal hygiene
