That's too small, he needs about 6m, that's if he's going as an individual participant for the express entry and PNP

you do not just go for work in Canada. You have to meet the express entry requirements or get a job offer yourself. Any agent telling you they can do work visa is a scam. That money is too small too. If he doesn’t meet the above requirements study visa is the next option.
