She can appeal under H & C (humanitarian and comionate) ground and that can keep her in Canada for more years, and if along the line she is able to buy a small condominium while working, CIC CANADA may likely consider her for PR.

My friend from Sri- lanka, married with 2 kids did the same thing, his asylum was rejected, appeal also rejected, he applied for H & C, was able to buy a house via mortgage, after about 8 years in Canada with a clean record, his lawyer submitted an updated profile of the guy's good conduct and his positive contributions to the Canadian economy, guess what, CIC invited him, asked him to apply for his PR and today the guy is a Canadian citizen.

Canada has several pathways to citizenship for those denied asylum, if you know your way with a good attorney, you will be granted PR after that you get your citizenship
