For that number 4, I thought someone who just finished secondary school can apply for Nursing in any University without being a ed nurse prior to ission.

I read about some Universities that offers both Bsc & RN when one completes a nursing program.

In NOUN, ission requirements for B.NSc Nursing is different. Same goes for B.Sc. Public Health. You cannot just apply for the ission using your O Level result.
