Its the other way round, Russia and China want to stop the dominance of the US, US is at her weakest state. USA canceled the keystone project, Russia knew they would need oil and gas to run, USA have issues with iran, saudi and venuezuela. Russia felt well this is the time to strike which they did. Sales of weapons is different as against obtaining what is avialable in stock during war.

Russia is at war here and probably has run out of stock piled weapons, hence the SOS to China.
