This is not about ing dictators. This is about national security. No sane leader who knows what he is doing, would allow such. Why did the US kick against Cuba allowing Russia have a military base in Cuba, and were ready to go to war over it? It was because in case of a war, it would avail Russia the opportunity to attack America.
