I had this exact issue a while back, with Gtbank as well. Disturb them very well, if you NIBSS, they will tell you to submit the request through your bank.

If it's a small quantity, you don't need to declare.
But make sure you tie it well and then pack in container so it won't smell. They don't like some dried fish because they have insects inside.
