It is a must for tier 2 upward. Maybe you are still using those s that don't require any ID card before opening (ie tier 1)

I also thought as much, the bank has absolutely no right in knowing the exact description of your house, what are they coming to visit you for? Except you are taking a loan from them, that is absolute violation of privacy. Just provide a valid residential address, if you are staying there or not it's non of their business.

It is a regulatory requirement. If you use that to commit fraud and declared wanted by law enforcement agents, the bank and the officer must be able to take the law enforcement agents to that address and if you are at large, they must confirm that you were resident in that address at the point of opening/update

KYC is now outsourced to the best of my knowledge. The RM probably needs the information for the agent. That way they don’t claim they didn’t find the house. I’ll be shocked if any bank is still putting their RMs through such an ordeal in 2021.
