garfield1: We had autonomy, the regions were viable, they had financial autonomy, every region kept 50% of it's proceeds and sent the rest to the centre to be shared amongst all so effectively every region controlled more than 50% of the revenue from that region, so regions were incentivised to develop their region and resources, there was no robbing Peter to pay Paul.. How did we tamper? For political reasons we created unviable states and centralised government (no incentive to generate revenue if you will get revenue from other states) States are limited in the effrts they can do to generate revenue. Vat is a good example. Also it is difficult for states to attract big businesses because all corporate tax goes to the centre so states focus of income tax which is mainly from poor people. A state is not going to give a company 100,000 ha of land that will employ mechanised farming, boost yeild and agric sector but only a few employess to tax only for the corporation tax on the huge profits to go to the centre. I can go on and on, the thing is most of the good things in Nigeria were as a result of what the British left behind or the brief period when we practiced regional government.... Education health, economy, etc etc. our glory years were a result of that era. it's been down hill since 1966/7 even if some of the decay took time to manifest. 1 Like |

garfield1: VAT: What states generated, received in past 8 months Lagos generated N429. 203 billion; Rivers, N90. 293 billion, while Oyo came third with N64. 646 billion. However, in the allocation of VAT revenue, Kano came second, displacing Rivers and Oyo from the top places on the table, after Lagos. Lagos received the sum of N139. 587 billion; Kano which generated N24 . 492 billion received the second highest allocation of N 47. 082 billion, while Rivers was in the third position as it got N 46. 270 billion. Zamfara stood out as a peculiar state with the least generation of VAT revenue. It was the only state that recorded less than a billion in the eight-month period of review. The state generated only N598. 133 million, an average of about N75 million per month. However, it received the sum of N35. 716 billion (about N4.5 billion monthly), placing it at the forth position on the allocation table. Kaduna which recorded a VAT revenue of N18. 262 billion, came after Zamfara with an allocation of N32. 726 billion, while Kastina which generated N3. 738 billion in the period under review got N31. 539 billion. An analysis based on the six geo-political zones showed that South West had the highest allocation of N256. 737 billion, particularly because of the huge allocation to Lagos state. North West had the second highest allocation of N219. 813 billion. The oil producing region of South-South N 162. 598 billion. When you design a system of governance, it must take into the spirit. pysche/patriotism of the people. This is not a system that works for a people who do not trust each other, are nationalistic or patriotic. We need a system where what the other man does In Aba or Zaria not affect me in Ekiti, We need a system where a governor in a state with huge resources knows that if he doesnt develop his own resources, he cannot count on the revenue from a progressive Governor developing his own state/regional resources. We need a system where If I educate my people, I can develop my state or region and not be held back by immigration from other regions who fail to develop theirs because whatever they do they will see money for themselves. We need a system where if i produce beer in Lagos, you cannot break my bottles of beer In Katsina and then collect corporation tax and VAT from my beer sales in lagos. I wish I had the time to elaborate but I am at work now maybe later. Futhermore, it is a system designed to impoverish and that it is what it has been doing since inception. It effectively discourages taxes at the lower state and local Gov levels (which is the main source of revenue for any government) and puts the burden of revenue on a Centralised inefficient federal God father government. |

garfield1: Please define "doing well", because as far as I am concerned there is no Governor doing well in Nigeria. Doing well is relative only in relation to the low expectation we have been conditioned to expect over the years. In Nigeria we regard road construction for example as doing well, Roads that in a good eenvironment should have been contructed 20,30,40 years ago. Look at Lekki express way, shabby excuse of a road, byt the time it is constructed, the growth in population has overwhelmed the road. If lagos was truly in control of it's resources, it would have had enough money to have finished the coastal road and probably 4th mainland bridge by now. Our structure is such that even with the best brains, team and vision a governor under the current struxture cannot do well by 21st century standards!!! We are a $500b economy, our mates are UAE, Argentina, South Africa, Iran. Our economy is 20% bigger than countries like ireland, Norway,Israel, Phillipes, Singapore. i can understand if we lag behind them in certain areas like health, education etc because of our population it costs more to educate 200m than 2m or 20m but certain things you only build 1 whether your population is 2million or 200m, e.g ports, roads, airports The reason our infrastructure cannot compare to these countries is the nature of our fiscal autonomy/lack thereof. We cannot under the current guise generate the taxes to build the infrastructure/social amenities/services we need as a people. Lagos-Ibadan has been awarded and re-awrded since 1999...a road of a mere 131Km. When they finally finish it they will say Buhari is "doing well"..probably relative to what has become our standards but bear in mind the original road was constructed in 2 years under Muritala/OBJ and we have about 32,000km of federal roads most of which are in a bad state....when will we ever have good roads? |
