Quite obvious you like clowning. For the SE to have access to the sea they must through the SS. For any vessel going to the SE from the Atlantic you must through the SS. Without the SS granting you access no way, if you like cry till thy kingdom come. Bilateral agreement is the only way. Countries like Ethiopia, Uganda, Malawi, Rwanda, Niger, Mali, Chad, CAR, South Sudan etc have been suffering this same fate.
