I don't agree the corruption in goverment ministries happen behind close doors with the ignorance of government. When the Permanent Secretaries and Supervising Minister loot billion to setup their private estates,hotels and other chains of business they ensure the best corporate governance and ensure workers that work for the are unable to steal a penny, but they are unable to replicate that in Ministries they run. No government can force a sovereign country to spend their money on certain infrastructure projects. The best they can do is advise them on how to spend it is up to them to decide if they will listen to the recommendations. The recently refunded Abacha loot is to be spent on the Lagos-Ibadan expressway that has been under construction since the 80's. And with the recent cost per kilometre costing N2.1 billion under the Minister of Works, majority of the refunded loot will be lost to inflated projects.
