These are people whu have not lived in other countries with well regulated public road transport system. FRSC and VIO only deal with condition of road vehicles. Cement isnt produced at anything near cheap. The disesel used to power those dump trucks and mining equipment aint cheap, the equipment themselves ain't cheap.. gas and LPO that runs the plant ain't cheap, gypsum isn't cheap too, there are licenses renewal for the coal and limestone mines
