I believe u brought this cos of the confused interpretation by some on what the electoral law stipulates. From what u posted, it is obvious the territory is not a state, if it were a state u would have have correctly said 37 states... Why do we allow simple English to get us confused?
For example, let's use a class of 9 boys and 1 girl. I may say for u to emerge the class-rep, two-thirds of the 9 boys and the girl must be willing to give u half portions of their daily meal. Now this does not mean that for anyone to emerge, they must get two-third of half the daily meals of the 9 boys and half the daily meal of the only girl. A girl is not a boy, so u don't expect me to say 10 boys, that is where the AND comes in. The right interpretation be same as if I assume the only girl is a boy and say two-third of 10 boys or two-thirds of the 10 students. In the case of our country, "AND" there shouldn't confuse anyone, it is only so cos FCT is not a state and that is the only way of accommodating the entity (FCT) into the grammatical expression.

Good morning nairalanders. Please i need urgent advice on this.
I am currently teaching in a private school (primary section) in Abuja. I started the job last week. The pay is "40k". I usually spend like #500 on transportation everyday. The problem is, my Aunty that is outside the country chatted me up yesterday asking me if i could work in Ota. That the company is a food company and they need an assistant manager. She said the pay is 25k with accommodation, but they will review the salary after three months IF i should perform well. In addition, it is a marketing job. I will be giving a car to distribute goods to some places. According to them, i will be there first staff. I told my aunt that the money is too small but she said that is what they can start with.

Should i continue with my teaching job or go for this new one? Please i need your advice urgently. Thanks.

However, we all need to understand that viruses have ’strains’ or subtypes. The same way common cold flu & COVID-19 belongs to the family of corona viruses, which also includes the deadly MERS & SARS strains, is the same way there is HIV 1 & HIV 2.

HIV 1 is more virulent, attacks the human immunity more aggressively than HIV 2. If your Aunt didn't get diagnosed with the disease / fall sick for over 5 - 7 years, then she probably contracted HIV 2. Then again, maybe certain blood groups and geneotypes handle the infection better.
