If nnewi repossessed the land, it's out of generosity of the government who gave it back freely. No community can drag land with the government. There is no way they can win. I don't think even Obiano wanted to continue with that nnewi mall project due to the inflated sum that the previous government awarded for it. Unfortunately, that project will lie waste there, with no benefit to nnewi. What's the point taking it back?
