The Academic Staff Union of Universities has condemned the directive of the National Universities Commissions to the Committee of Vice-Chancellors of Nigerian Universities that universities should be shut to enable students to participate in the forthcoming general elections. The NUC gave the directive in a letter on Tuesday addressed to vice-chancellors of all universities and Directors of Inter-university Centres. The commission noted that the directive was based on the instruction of the Minister of Education, Adamu Adamu. The letter partly read, āAs Vice-Chancellors of all Universities and Directors/Chief Executives of Inter-University Centres, we are quite aware the 2023 general elections have been scheduled to hold on Saturday, February 25, 2023, for the presidential and National Assembly election and Saturday, March 1, 2023, for the governorship and states Houses of Assembly elections. āIn view of the foregoing and concerns expressed about the security of staff, students, and properties of our respective institutions, the Minister of Education, Adamu Adamu, has, following extensive consultations with the relevant security agencies, directed that all universities and Inter-University Centres be shut down and academic activities be suspended between February 22 and March 14, 2023. āAs a result, Vice-Chancellors and Chief Executives of Inter-University Centres are requested by this circular to close their respective institutions from Wednesday, February 22, 2023, to Tuesday, March 14, 2023.ā However, in an interview with The PUNCH, the National President, ASUU, Prof. Emmanuel Osodeke, explained that universities had never been shut down because of elections, saying that the closure and opening of universities were the prerogative of universitiesā Senates. He said, āVice-Chancellors do not have the right to close universities. It is purely the prerogative of the universitiesā Senates to either open or close universities. āThings have gone so bad in this country that they are citing security and for this reason, we, as a union, had to look on. In all the past elections, have we ever closed the universities, polytechnics? So, what has gone wrong? Why the desperation? Why are they punishing Nigerians? We need to ask Nigerian leaders questions because we are trying to meet up with lost time and here you are shutting down universities.ā But the Secretary-General, CVCNU, Prof. Yakubu Ochefu, disagreed with the ASUU President, saying Nigeria had always closed universities during elections. He said, āIt is nothing new, most public universities get closed during elections because many of them housed polling units and universities and their communities always vote on campuses. āTwo reasons why universities are shut down during elections are so as not to disenfranchise the people and to give opportunity to those who ed away from the university to be able to vote. It is something universities have been doing as far as I can ; so this is not new. āThe directive is coming from our regulatory body, NUC; it is for universities to see how they can manage it and it is the VCs that will internalise it.ā Also speaking, the National President, Academic Staff Union of Polytechnics, Mr Anderson Ezeibe, said the polytechnics regulatory body, National Board for Technical Education, had yet to come up with any directive. However, he maintained that the closure and opening of institutions were decisions to be taken by institutionsā Senates. āWe are waiting for our regulatory body but they have not made any pronouncement. For NUC, they cited security and they are in the best position to tell us the security information they have. But I still hold the view that the Senate of the universities are to take the decision of closure or no closure, not NUC.ā On his part, the President, National Association of Nigerian Students, Usman Barambu, said the directive by the NUC was welcome. He said, āThat directive is a product of our efforts. We met with the Minister of Education when the speculations were spreading that schools would be opened during the election period. The minister assured us that schools would not be opened and told us that directives would be issued to relevant agencies. āIt is not only universities that would be shut, polytechnic, Colleges of Education and all tertiary institutions of learning would not be opened. Some commercial banks were forced to close abruptly on Friday when scores of market women barricaded the Warri-Sapele Road and NPA Expressway to protest naira crisis bedeviling the nation. The protesters besieged the entrance of the United Bank for Africa and Union Bank located near Main Market, Warri. The traders, who bore placards and leaves, lamented the inability to sell their goods in the past few days, owing to the cashless policy of the Central Bank of Nigeria(CBN) and scarcity of the redesigned naira notes. They burnt tyres along the ever-busy roads to their frustration, causing heavy gridlock. Rejecting the cashless policy of the apex bank, they demanded the banks should release their monies to enable them carryout their legitimate businesses. By Emmanuel Egobiambu Updated January 27, 2023 A top French university on Friday forbade students from using artificial intelligence chatbot ChatGPT to complete assignments, in the first such ban at a college in the country. The bot from OpenAI, a US company that this week received a massive cash injection from Microsoft, responds to simple prompts with reams of text inspired by data gathered on the internet. The Sciences Po school in Paris, one of the most prestigious universities in , said anyone found to have used the chatbot would face āsanctions which can go as far as expulsion from the establishment or even from higher learningā. āThe use, without explicit mention, of ChatGPT or any other tool using AI at Sciences Po is⦠for the moment strictly forbidden for students producing written or oral assignments,ā the university said. The only exception was its āeducational use under the supervision of a teacherā, it added in an open letter to students and lecturers, citing concerns about other uses leading to plagiarism. The decision comes after it emerged this week that ChatGPT had ed exams at a US law school after writing essays on topics ranging from constitutional law to taxation and torts. Jonathan Choi, a professor at Minnesota University Law School, gave the bot the same test as students, and it scored a C + overall, just enough to . But the professor played down the possibility of students using the bot to cheat, saying that two out of three markers had spotted the bot-written paper. ChatGPT still makes factual mistakes, but education facilities in other countries have rushed to ban the AI tool. Officials in New York and other jurisdictions have forbidden its use in schools. A group of Australian universities has said they would change exam formats to banish AI tools and regard them as cheating. Many universities already use software that detects plagiarism, and at least one programmer is working on an app to detect when a text has been written by ChatGPT.

In 2012, the Sanusi Lamido-led Central Bank of Nigeria (CBN) introduced cashless policy with the aim of reducing the quantum of physical cash that is being used in the system in an attempt to cut down on cash handling expenses of banks. The policy was also targeted at getting more of the money in circulation into the system as well as track money laundering activities. The cashless policy, as at then, prescribed processing fees on daily cash withdrawals and cash deposits that exceed N500,000 for individuals and N3 million for Corporate bodies. The processing fees prescribed are three per cent and five per cent on withdrawals by individuals and corporates respectively while deposits/lodgments are charged two and three per cents also for individuals and corporates respectively. Although, the policy had taken effect in seven states, namely; Lagos, Abia, Anambra, Kano, Ogun, Rivers as well as Abuja, the CBN, in August 2015, suspended the policy to allow banks deploy the technology that would allow the policy to operate seamlessly. Since 2015, technological advancement in the Nigerian banking industry has grown exponentially to become one of the best in the world. In October 2022, the CBN governor, Godwin Emefiele stated that the apex bank is committed to making Nigeria 100 per cent cashless. According to him, all infrastructure that is needed to ensure a smooth working cashless system such as the CBDC, online banking, Payment System Banks (PSBs), point of sale terminals (POS) agent banking, mobile banking and ATMs have since been deployed. āThe destination as far as I am concerned is to achieve 100 per cent cashless economy in Nigeria. I know that those who doubt us will say that 100 per cent cashless is unattainable. Yes it is true, but Nigeria must move from being a predominantly cash economy to a predominantly cashless economy,ā he stressed. Following this, Emefiele had announced the full implementation of the cashless policy effective Monday, January 9, 2023 which places a stricter limit compared to the initial limits placed when the policy was introduced in 2012 and when the pilot stage was implemented nationwide in 2019.According to the new directive which takes effect today, Monday January 9, 2023, individual bank customers cannot withdraw more than N100,000 in cash over the counter, through ATMs or POS in a day. This amounts to N500,000 every week or N2 million in a month. For corporate customers, the withdrawal limit was placed at N5 million per week, translating to N20 million per month. The circular, which was signed by CBN director, Banking Supervision, Haruna Mustafa, also placed a limit of N100,000 limit on over the counter third party cheques. āThird party cheques above N100,000 shall not be eligible for payment over the counter, while extant limits of N10,000,000 on clearing cheques still subsist.ā In line with the plan of the CBN to ensure that the higher denominated notes will be used as only a store of value as only more of the lower notes will be in circulation, the apex bank had directed that, as against N1,000 and N500 notes that are dispensed by ATMs across the country, naira denominations of N200 and below only must be loaded into ATMs. This would mean that N500 and N1,000 notes can only be collected over the counter at the banking halls or at POS points. Whilst the amount of cash that can be withdrawn over the counter had been capped at N100,000 in a day, the amount that can be taken from ATMs and Point of sale was limited to N20,000 in a day. The apex bank, however, noted that, in compelling circumstances where cash withdrawal above the limits is required for legitimate purposes, such requests will be subject to a processing fee of three per cent and five per cent for individuals and corporate organizations, respectively. In other to be able to exceed the limit, the apex bank said financial institutions are to āobtain the following information from the customer, at the minimum, and same on the CBN portal created for the purpose: Valid means of identification of the payee (National ID, International port, or Driverās License), Bank Verification Number (BVN) of the payee, Tax Identification Number (TIN) of both the payee and the payer and Approval in writing by the MD/CEO of the financial institution authorizing the withdrawal. The circular also noted that banks are to render monthly returns on cash withdrawal transactions above the specified limits to the Banking Supervision, Other Financial Institutions Supervision and Payments System Management Departments as applicable. Meanwhile, POS operators are seeking new ways to serve thier customers and circumvent the N20,000 limit placed on withdrawals through POS. A POS operator who Spoke with Leadership said he does not expect the service to affect his business. According to him, his service provider, has provided an alternative means to enable individuals withdraw more than N20,000 in a day. āThe new application which the provider introduced in late December last year, allows someone to be able to withdraw more than N20,000. more security and the BVN and biometrics of the person is taken before the withdrawal is madeā he explained. Another POS operators, said she will encourage her regular customers to make transfers rather than use thier cards to make withdrawals if they want more than N20,000. āI donāt think the policy will really affect my businessā she stated.
