The Federal Government on Tuesday raised the fine for hate speech from N500,000 to 5 million naira, The PUNCH has learnt. The government also mandated broadcast stations to devote airtime for public education on emergencies such as the Covid-19 pandemic. The Minister of Information, Lai Mohammed, made this known in Lagos on Tuesday while unveiling the Reviewed Broadcasting Code. This was contained in a statement by the Federal Ministry of Information and Culture, titled, ‘Remarks By The Hon. Minister Of Information And Culture, Alhaji Lai Mohammed, At The Unveiling Of The Reviewed Broadcasting Code In Lagos On Tuesday, Aug. 4th 2020’. According to the statement made available on the verified social media platforms of the ministry, Mohammed said the amendments were necessitated by a Presidential directive in the wake of the 2019 general elections for an inquiry into the regulatory role of the National Broadcasting Commission as well as the conduct of the various broadcast stations before, during and after elections. The minister noted that the recommendations were approved by the President, Major General Mohammed Buhari (retd.), to reposition the NBC to better perform its regulatory role in the areas of political broadcasting, local content, coverage of emergencies, advertising, and anti-competitive behaviour. Mohammed, who explained that section 2h of the NBC Act empowers the commission to establish and disseminate a National Broadcasting Code, said, “There are many desirable provisions in the new Broadcasting Code: “The provisions on Exclusivity and Monopoly will boost local content and local industry due to laws prohibiting exclusive use of rights by broadcasters who intend to create monopolies and hold the entire market to themselves. The Cross River State executive council has approved the sum of two million dollars, for the direct procurement and airlifting of items from china for the production of personal protection equipment by the garment factory. The executive council meeting as reported by Channels TV was presided over by the Governor, Sen. Ben Ayade at the exco chambers, Governor’s s office in Calabar. Briefing newsmen at the end of the meeting the Commissioner for Information and Orientation, Mr. Asu Okang, said after deliberations on memo presented, the council considered the move critical for the continuous protection of the citizens against the ravaging coronavirus. The approval is for the procurement of materials for the production of face mask for distribution to children free of charge to pupils and students in both primary and secondary schools of the State when schools finally reopen. The Federal Government, in partnership with states, is set to start feeding schoolchildren in their home, the Minister of Humanitarian Affairs, Disaster Management and Social Development, Sadiya Umar-Farouq, announced on Wednesday. On April 8, The PUNCH reported that the Federal Government had finalised plans with state governments to start feeding schoolchildren in their respective homes. Speaking on Wednesday at the Presidential Task Force briefing on COVID-19 in Abuja, Umar-Farouq said the government had overhauled the school feeding programme in a way to ensure that schoolchildren were fed at home despite the lockdown. She said, “We have made progress in the overhauling of the homegrown school feeding programme and sensitisation has already begun in the three frontline states of Ogun, Lagos and the Federal Capital Territory for implementation. “The overhauling was sequel to a March 29, 2020 directive by Mr President to identify modalities and continuation of the school feeding programme during the COVID-19 pandemic in the lockdown states as of then.” She noted that following the directives, her ministry in the collaboration with state governors worked out modalities for the implementation home feeding programme, adding that the initiative was set to commence. “The plan has been adopted, with implementation now set to begin. The programme will therefore be carried out based on data provided and structures put in place by participating states with from partners that include the World Food Programme.” The minister had explained that the food would be distributed door-to-door, as vouchers would be allocated at specific collection times to avoid overcrowding. She explained that the vouchers would be redeemed at designated distribution sites. This came as the Federal Government on Wednesday handed food items to the Federal Ministry of Women Affairs and Social Development for vulnerable women across the country. From day one, I have maintained the stand that the gra-gra by Governor Ayade that he wants to build a third airport in Cross River is deceitful and fraudulent. He is just creating needless confusion. He won’t build any airport. Apart from the grandiose promises of building everything super and mega, none of which we have seen, the Obudu cargo airport is a land grab scheme that will fail woefully and create intractable communal wars when Ayade leaves power from 2023. A 1000 hectares international cargo airport in Obudu is not only another wishful thinking, it will be one of the biggest airports in the whole world, the size of Murtala Mohammed Airport Lagos (400hectares), Nnamdi Azikiwe Airport, Abuja (360hectares), Margaret Ekpo Airport, Calabar (300hectares), combined together. It will only compare to the biggest airport in the world, Heathrow in London which sits on 1,200 hectares of land. Even Asaba Airport (360 hectares) and Uyo Airport (360 hectares), took 7 years each to construct at a time those two States were flowing in real oil money not audio intellectual money that we hear in Cross River. Governor Ayade doesn’t only lack money to do an airport, he also doesn’t have the time. Now he is scooping a whopping 250million each, from 18 LGAs capital votes for God knows what. You are planning to build a multi billion Naira airport about the size of Heathrow and you carry “one boy”, Agbebia Paul Obi, who himself may not even have entered an aircraft before nor handled a project of even 5million Naira before, as Project Manager, and unleash him to create untold confusion and break down peoples’ homes and scraping livelihoods? A project that was supposed to occupy three villages is now encroaching into five villages and even more with two deaths and several persons in detention. Lagos with 20million people and N33billion monthly IGR has only one airport. Cross River with 4 million people with a paltry N800million monthly IGR wants to have a third airport. I am still laughing. My own one storey building which is still under construction at Indi-Abeb has also been evaluated and considered to be within the perimeter of the proposed airport runway and I hear they want to demolish it. I won’t lift a finger or waste money to go to Court. If after locking me up in Afokang prison for 6 months, Governor Ayade still wants to scrap my house, I will leave him to God. When he leaves power by 2023, I will recover all I have lost under him. I am no better than all other persons who have lost properties and even lives in this sham project. Three things I am very sure about are: 1. Ayade won’t be Governor forever. 2. Ayade won’t construct any airport. 3. When he leaves power by 2023, we will recover our losses. And this deceit which has been taken thus far, will be redressed. In spite of restrictions by the Nigeria Financial Intelligence Unit (NFIU), the Cross River State Government has ordered the release of N4.5b from council funds to purchase aircraft and build the Obudu International enger and Cargo Airport. The Federal Government had last year stopped governors from tempering with council funds through the NFIU, insisting that such funds should be approved and managed by council chairmen and councilors. But the state government has not conducted council elections to elect chairmen and councilors and had recently prevailed on the State House of Assembly to approve deduction of N900m from the 18 councils to fight COVID-19, but sources said NFIU stopped the disbursement. Commissioner for Health, Dr. Betta Edu, had at a media briefing on Wednesday confirmed that the state has not received the N900m as approved by the Assembly and Governor Benedict Ayade, but declined to give reasons why the COVID-19 Committee which she chairs has not received such funds. In a new development the Ministry of Local Government Affairs had written to Manager First Bank directing the bank to transfer the funds for payment of capital projects”. The letter with reference No: MLGA/e-P090/2020 and signed by Commissioner for Local Government Affairs, Stella Odey, Permanent Secretary, James Odok, directors of s, Ironbar Bassey and Mrs. Paulina Odey, asked the bank to “transfer N4.5b from the Cross River State Local Government Salary to the local governments’ capital project s indicated in the schedule.” The schedule means that each of the councils should be credited with N250m amounting to N4.5b for the Cally Airline and Airport project in Obudu. Earlier all the HOLGAS had in a letter to Governor Ayade dated April 10, 2020 and signed by Head of Akamkpa Council, Augustine E. Ngaji and Calabar Municipality, Christian Elemi on behalf of 16 other councils, applied for funds for the purchase of commercial aircraft and construction of Obudu International enger and Cargo Airport. “The state government’s bid to float Cally Air cannot be overemphasized. If established, the airline will boast tourism and liberate Cross River people and other Nigerians in Calabar and its environs from the exploitation of other airlines at the Margaret Ekpo International Airport, Calabar. “More so, the state and councils internally generated revenue (IGR) profile will improve,” the council bosses said. However, critics argued that government’s demand to use council funds for the airport project was fraudulent, as the state already has two airports in Calabar and Obudu. |

EXISTENTIAL realities have finally dawned on northern governors with the decision to ban the almajiri system in their respective states. At a recent meeting, the 19 Northern state governors unanimously resolved to send the almajiris to their parents or states of origin as COVID-19 bares its murderous fangs across the federation. More instructive is their avowal not to allow the long discredited tradition to continue because of its domino effects of perpetuating poverty, illiteracy, insecurity and social disorder. The move, a welcome development, is long overdue. As Atiku Bagudu, the Governor of Kebbi State, observed, “This is for the common good of the states and Nigeria in general.” Almajiris are less privileged children in many states in the North, unleashed on the streets by their parents and guardians, clad in rags with begging bowls. These are purported pupils of Koranic schools, minors released by their families. In some cases, some criss-cross transnational borders, underscored by the almajiris deported to Niger Republic. Only irresponsible parenting exposes children to such a vagrant and dangerous way of life. This abuse ruins these lives forever. The environment under which they live is best illustrated by the Kano State Commissioner for Education, Muhammad Sanusi-Kiru: “Where these children were living before the evacuation was worrisome, because there were no adequate conveniences, shelter and other hygienic facilities. At some of the Tsangaya schools, you will find that over 3,000 almajiri children live in a small apartment without proper care, hygiene and other necessary needs.” While the governors’ decision ticks all the right boxes, optimism, however should be cautious as efforts in the past, at both state and federal levels to obliterate the system, failed woefully. In 2012 for instance, Kano State under Musa Kwankwaso’s government constituted a committee whose report was considered as a magic bullet. While receiving the report, the then governor promised to share the strategies with other governors “so that together we can kick-start and solve the prevailing almajiri menace. We are ready in Kano to tackle the almajiri menace headlong.” If the plan had been faithfully implemented, the North would not be bogged by the same plague in 2020. The Universal Basic Education Act 2004 birthed to address anomalies such as this, with its provision of a compulsory and free basic education for six years and minimum three years of junior secondary schooling. Again, the Child Rights Act, another policy instrument, stipulates that a Nigerian child shall be in school up to the secondary level. Under the UBE scheme, funds are made available to states by the Federal Government to improve their basic education, so long as they provide counterpart funding and observe all ability provisos. But many of the Northern governors since 1999, whose states are the worst educationally, loot the UBE funds when they access them. Others have not bothered to satisfy the requirements to leverage this critical . It is for this reason that the President, Major General Muhammadu Buhari (retd.), said that where the menace persists it “means the state governments are not doing their job.” He maintained that tackling it is strictly the responsibility of states. Unfortunately, under the Goodluck Jonathan istration, the Federal Government spent N15 billion in building 165 almajiri schools. A middle aged woman, who was simply identified as Chinenye Okoro, allegedly killed her lover, Ifeanyi Okoro, by pulling his penis till he died. The incident, The PUNCH gathered, took place in Akaeze community in the Ivo Local Government Area of Ebonyi State, on Tuesday. It was gathered that though the deceased and the suspect were lovers, they were always at loggerheads and often threatened each other’s life. It was learnt that the deceased’s lifeless body was found on the floor in front of his door post by a villager, after the suspect allegedly killed him, by pulling his genitals, which led to his instant death.
