However, the Chairman, Nigeria Governors’ Forum, NGF, and Ekiti State Governor, Dr Kayode Fayemi has faulted the consensus arrangement. Adamu, who was until recently the Chairman of the APC National Reconciliation Committee will be the third substantive National Chairman of the party, as he takes over from Comrade Adams Oshiomhole. Since Oshiomhole was sacked in June 2020, the party had been run by a 12-member caretaker committee led by the Yobe state Governor, Mai Mala Buni. President Muhammadu Buhari had before now expressed his preference for a consensus arrangement and was reported to have endorsed Senator Adamu. Borno APC Chairman, Dalori inaugurates State Exco ahead of party convention Fayemi challenges Buhari Although Adamu’s candidacy was said to have been unanimously agreed to on Wednesday by Governors of the party at a meeting with the president, the Governor of Ekiti State, Kayode Fayemi said he didn’t know about the president endorsing any candidate for chairman but if indeed it was so the Buhari he knows is a democrat and those who do not share the view may of course contest. Dr Fayemi spoke on Thursday in Abuja at a ‘High-Level Policy Dialogue Themed: Whither Democracy in West Africa?’, organized by the Centre for Democracy and Development CDD West Africa. While advising the youths to be the change they want to see, Fayemi said dislodging the status quo might be daunting but not insurmountable. He said: “We will have to confront even our political party structures that are not doing enough. We are not doing enough. We can do a lot better than we are doing. It is not by reversing this process. It is by consolidating the good part of it and jettisoning those aspects of it that would not serve the people. “On the question of whether the president has anointed anyone to be the Chairman of the party, I have no knowledge of that but the president is well within his rights to have a preferred candidate. But in our party, let him come and campaign for that candidate at Eagle Square on Saturday. If his candidate wins, fine. If his candidate loses, well, he is going to have to live with it.” Aspirants in marathon meetings Although Adamu’s earlier endorsement had caused ripples across the party strata, the remaining six national chairmanship aspirants were on Thursday engaged in a series of meetings regarding the consensus arrangement. The aspirants had earlier met twice in the day but went on a break to consult their ers and again converged in the evening for two separate meetings. While one of the aspirants reportedly advised his colleagues to kowtow to the president, two others were said to have proposed that they hands to field one of them to challenge Senator Adamu on Saturday. The development came as the party said it has made substantial progress in resolving all grey areas ahead of the exercise. The meeting which was held at the Presidential Villa, Abuja, was the third one in less than 24 hours and was meant to ensure that the party arrived at a consensus in all the National Executive Committee, NEC positions. President Buhari had after the Federal Executive Council, FEC, meeting on Wednesday met with the Progressive Governors Forum, and later in the evening, he met with the seven chairmanship aspirants, where he reportedly told them to work towards achieving a consensus.“Stressing why the APC must get the national convention right during the meeting with the federal legislators, President Buhari said that it was imperative that the party adhere to the zoning template for the convention The President in a statement by his Special Adviser on Media and Publicity, Femi Adesina, urged leaders and of the APC to channel their energies into improving the fortunes of the party in the forthcoming elections, and avoid squabbles that easily distract and create disharmony. He reminded of the proximity of the election dates set by INEC, onishing that positions should be harmonized with a bigger picture of winning elections and providing good governance. “We have an obligation to conduct the convention in a manner that not only fortifies the unity of our party but also improves the prospects of our electoral fortunes in the 2023 general elections. You have an important role to play in ensuring that this happens.” President Buhari told the lawmakers that a zoning template was produced and adopted by the party after wide consultations in order to ensure that the leadership was reflective of the diversity in unity while representing various dynamic interests. It is imperative that we adhere to that template. “The time available to us is limited and I therefore en you to collaborate with the various stakeholders within and outside your respective states and zones to agree to work together and harmoniously in electing into the allotted positions appropriately, as stipulated in the provided template. This will not only produce a smooth process and limit friction but will enhance the image of the party positively and strengthen our over-all position of dominance in the political space.’’ The APC lawmakers were led to the meeting by the Senate President, Ahmad Ibrahim Lawal and Speaker of the House of Representatives, Femi Gbajabiamila. We ‘ll achieve consensus before Saturday –Lawan Briefing State House correspondents at the end of the meeting with President Buhari, the President of the Senate and leader of the APC National Assembly Caucus, Dr. Ahmad Lawan, said the essence of the engagement was for the party to achieve consensus. Asked if the meeting with the President concluded on the consensus issue especially the chairmanship position and why the party allowed aspirants to buy forms when it had in mind to go through consensus, Dr. Ahmad said the consensus issue was a work in progress. He also said that before the Convention, a Unity List to harmonize positions would be out. His words: “The essence of these engagements is for the party to achieve consensus, and consensus is a process. That doesn’t just happen like that. So, I believe that before we go into the convention squarely on Saturday, by the grace of God, you would have a lot of consensus reached and maybe the sort of document that we call or refer to as unity list, that is bringing all the agreed positions, where consensus have been achieved. 7 chairmanship aspirants meet Vanguard reliably gathered that seven of the APC chairmanship aspirants met in Abuja in compliance with the President’s directive. Just last night the President met with all the chairmanship aspirants. “We have been driving towards a consensus arrangement so that we can have a very peaceful Convention after which most of the political activities will begin which will lead into the success of the party at most of the elections that we are going to have next year by the grace of God.” “On the request for refund of nomination fees made by aspirants – this was an appeal made by Mr President in order to show leadership. He said once we agreed on consensus it is only fair that what they paid be returned to them. It was a request actually made by Mr President to the leadership of the party and the leadership was there. PoS transaction failures threaten cashless policy, financial inclusion On April 8, 20194:12 Growth rate decelerates in Q1’19 Mobile money agents lament Bankers advise against using PoS We are addressing the problem — NIBSS By Babajide Komolafe & Elizabeth Adegbesan THE widespread and incessant failure of transactions through Point of Sale, PoS, terminals is threatening the cashless policy as well as the financial inclusion efforts of the banking industry. Consequently, growth rate in value of transactions decelerated in the first quarter of 2019 (Q1’19) due to inadequate capacity on the part of electronic payment operators to cope with rising volume of transactions. Financial Vanguard analysis of data from the Nigerian Inter-Bank Settlement System, NIBSS, showed that value of PoS transactions grew by 34 percent (as against 66 percent in Q1’18) to N633.8 billion, year-on-year (y/y) in Q1’19. It also represents 65 percent deceleration in growth rate when compared to the growth rate of 98 percent recorded in Q1’17. Also following the same trend, volume of PoS transactions grew by 56 percent in Q1’19 to 83.8 million from 53.6 million in Q1’18. But this represents a 45 percent deceleration in growth rate when compared with the 101 percent recorded in Q1’18. It also represents a 56 percent deceleration in growth rate when compared with 127 percent growth recorded in Q1’17. PoS transaction failures persist Though NIBSS recently met and agreed on measures to address PoS transactions failure and delay of reversal credit to cardholders , but Financial Vanguard investigations revealed that the problem has not abated, prompting some bank staff to advise customers to temporarily stop using PoS terminals for transactions. Data obtained from NIBSS showed that as at Tuesday April 2, PoS transactions failure rose to 20 percent, from 16 percent average for March. This means that one out of every five transactions initiated via PoS terminals across the country was not successful. NIBSS data also revealed that out of about 948,000 PoS transactions initiated on April 2nd, about 198,000 failed or were unsuccessful. This is worsened by the fact that most times, the of cardholders initiating the transaction is debited and the reverse credit is usually not executed within 24 hours as expected. Threat to Cashless policy and financial inclusion The enormity of the problem and how it may undermine the cashless policy as well as the financial inclusion efforts of the banking industry are reflected in the experience of some agents of banks and mobile money who spoke to Financial Vanguard. “The good thing about the PoS is that it makes people have access to their fund through their ATM card. The bad experience I had using PoS is the network problem coming from Interswitch,” said Salami Olarenwaju, Samsoft Global Concept Limited, a bank and mobile agent. Failure in transaction Continuing he said: “The relationship between Interswitch and the power bank of the PoS is not smooth. Then peradventure, when a customer is debited through PoS without pay, the time frame for the reversal of such fund is longer which makes most of the customers to stop using the PoS because by the time there is failure in transaction and they expect a reversal in 24 hours which they didn’t get, they get frustrated. “Another issue is with interrupted withdrawals. This is a situation where the customer is debited without completion of transaction, we ask the customer to go to their bank to fill an error form. The duration of the reversal takes a long time because of the processes involved to solve the problem. “When I carry out a PoS transfer, the fund is supposed to drop to the recipient bank but because of the network issue, the fund will neither go to the recipient nor come back to my from where the money is transferred. On such occasion, as an agent I would need to follow up with my bank for a fund reversal.” Also narrating his experience with customers, Kosoko Sheu Tijani, of TK Investment, a mobile money and bank agent, said: The PoS has solved the issue of people standing in queues from the bank to get their money and save their money but despite its usefulness I have had problems with the network. It sometimes fails during transactions which causes a lot of inconveniences to the customers and myself. The worst part of it all is when the network goes off completely the transaction is not successful and the customer is debited. That is the most annoying situation in this PoS business. “The reversal of their debited fund is now the real issue because according to the issuers of the PoS, they won’t be held responsible for any declined transaction. When customers get debited when a transaction is declined, they expect to get fund because they had already gotten the debit alert. There is 50 percent certainty that the money would be reversed immediately or within the next 24 hours but there is much certainty that after the declined transaction and debiting, the money would be reversed into their later. “So while processing the reversal at the bank, what I have been noticing is that the bankers or let say the customer care officer at the bank have been telling the customers to stop using PoS because they are getting debited and they find it difficult for them to process their reversal to get the money back into their and they make it look as if it is the agents that are trying to manipulate or take their fund away from their bank . This situation has really been the fault of this business.” Inadequate capacity Financial Vanguard investigations revealed that the root cause of the above challenge is inadequate capacity on the part of electronic payment operators in the PoS ecosystem to cope with rising volume of transactions. Some bank staff who spoke to Financial Vanguard on condition of anonymity, however, pointed accusing fingers to Interswitch, operators the Verve card scheme, which s for about half of electronic payment transactions in the country. They alleged that the PoS transaction failure is frequent with the Verve cards. “Interswitch is the one doing these things to us. There is no issue with our system. It is Interswitch system that is responsible,” a branch manager of a Tier 1 bank told Financial Vanguard on condition of anonymity. Interswitch, however, declined to respond to these allegations when ed by Financial Vanguard. Financial Vanguard investigations as well as data from NIBSS, however, indicate that banks and card holders were responsible for about nine out of 10 PoS transaction failures in March. NIBSS data for March 29, 2019, showed that five out of ten (51 percent) PoS transactions failure were caused by cardholders while banks caused four out of ten (42 percent) of the failures. According to an industry source, who spoke on condition of anonymity, some banks are not making the investment to upgrade their capacity and this is what is affecting the system. He said given the interdependent nature of the PoS ecosystem, all the operators should be upgrading their capacity simultaneously as failure on the part of just one operator to do this will affect the whole system. He added that the reason why some operators are foot dragging in of capacity upgrade is because there is no sanction for not doing so, and hence the problem may persist for a while. NIBSS reacts However, Acting Managing Director/Chief Executive, NIBSS, Mr. Niyi Ajao, told Financial Vanguard that stakeholders are making efforts to address the challenge and the efforts are yielding good results. He said: “PoS failure rate has always been in double digits because of the complexity of the PoS network. In the best of times we record 12 percent failure rate, with six out of this 12 being caused by insufficient funds (in cardholders’ ). Why did you close down the office especially since you were the first ever to start the 2019 campaign for President Buhari inside a Federal Executive Council meeting? The bond between me and President Muhammadu Buhari is a divine one, which is unbreakable, which cannot be interrupted, compromised and which, by the grace of God, will be sustained for life. With all sense of humility, I was the first cabinet member to start Buhari’s re-election campaign, like you said, and that is on record. On the issue of MBO (Muhammadu Buhari/Osinbajo) Dynamic Group, I created national awareness for that organization. And in creating national awareness, I set up the zonal office. One of the reasons (for closure) is that, that office, which (rent) was N3 million per annum, we could no longer pay. Secondly, which is also very important, is that I had exited my patronship of MBO Dynamic Group. Why did you exit the group? Because, I discovered that some of the leaders, who had an opportunity to protect my interest during the congresses, compromised. Some leaders of MBO? Yes. They were sent to Oyo State as part of the team to organize the congresses. I saw that they compromised. And so, there was no way I could continue to deal with people who could not be trusted. But in one of your media interviews recently, you said you were still campaigning for the re-election of President Muhammadu Buhari. How do you achieve this now that you are not with MBO? I have set up a bigger organization that is more relevant and more productive than the MBO. And the organization is called the ‘Coalition of Grassroots ers for Buhari and Osinbajo Re-election 2019’. And that coalition is made of Buhari’s ers in all the political parties. Once we stand on our feet, by the grace of God, we will move from one local government to the other, taking our campaign to the grassroots to ensure that Buhari is re-elected. Now, what you are saying in essence is that people in other political parties actually President Muhammadu Buhari? Of course yes! Some of ADP, ADC, N and other political parties in Oyo State, for instance, were of the Unity Forum of the APC in the state, who were forced out of APC through the manipulation, not only of the congresses management but also of the party primaries. And they all called me and said, “Look, you have not left APC because of your relationship with Buhari, but we have left APC because we were denied a level- playing field in our quest to get the tickets for our various aspirations. We are still interested and so, you provide leadership for us so that we can all work together to make Buhari win in this state.” And I accepted. You mean (former governor) Alao-Akala, that is, the governorship candidate of ADP in Oyo State, and you are now together? All of them who are of the various political parties but moved from APC would work, by the grace of God, for President Muhammadu Buhari’s re-election in Oyo. We have mobilized and that is what we are all going to do. Even Mr Lanlehin (ex-APC chief in Oyo) too, who is the ADC governorship candidate? Lanlehin, everybody is with us and I can assure you. That is interesting! But what we are told is that between you and President Buhari, the relationship is no longer rosy. How about that? That is a wishful thinking of mischief makers. I am one person who is ever grateful for whatever little that is done for me. I have benefitted from Buhari by his appointing of me as a minister. If he had not appointed me as a minister, I would have remained a local champion in Oyo. Today, by God’s grace, I have become a national figure, whether anybody likes it or not; such that when my name is mentioned, nobody would ask: “Who is he?” So, what would President Buhari have done, for me to ignore the fact that God used him to put me where I am today? I asked this question because, one of the reasons people, who were with you, are giving is that they left you because they found out that Baba no longer gives you the chance to see him or that you no longer have access to the President. They are mischief makers. I am still a cabinet member and I know that I enjoy a lot of respect, a lot of adoration from Mr. President and the ministers in the cabinet. And I have a lot of respect for the President. I saw a copy of the letter personally signed by the President consenting to your intention to contest for the APC governorship ticket in Oyo? Okay, if the President could do that (personally g a letter consenting to my intention to contest), how would somebody say I no longer enjoy his love? Despite all the noise about dodging NYSC, the fact that I still hold office in his istration, I remain his cabinet member, means that I still enjoy his trust, his confidence and his respect. But what about the claim that the President, at a time, asked you to resign because of the NYSC dodging allegation? Well, I don’t know where the President told them that. If the President had said that, I would not have remained his minister and that has been on for many months now. It is just that people like fake news. I even did a joke that ‘if Mr. President asked Minister Shittu to resign because of the NYSC allegation, he would have been the one to lead the way because of the issue of ‘no certificate’ allegation against him’. I then told the people behind such report that the President Muhammadu Buhari that we know would not act on unverifiable information which was the reason he called the bluff of the ‘no certificate’ thing against him and the NYSC allegation against you. How right could we be! (Laughter) It is clear that Governor Ajimobi and you are not on the same page on the 2019 polls even though you are in the same party. What are you doing to ensure that President Buhari does not lose in Oyo? He (President Buhari) will not lose by the grace of God. Our target is to get two million votes for President Buhari in Oyo State. That is our target. For confidence building now, what is your assurance to your ers in Oyo? Let me tell you, even politically now, we have ers from diverse backgrounds, diverse missions in life, diverse aspirations, diverse orientations and diverse expectations. For those who are not patient enough to continue to make sacrifices with us, they would want to look for greener pasture which really they will not be able to find. On my part, I have satisfied my conscience that I have done my part and I will continue to do my best for the followership within my available resources. If I’m not mistaken, those who left believed that what they did not get from you, they are likely to get it from Governor Ajimobi! I wish them best of luck. But why do you think that when a minister is appointed from a state, so much is expected from him but he is unable to meet those expectations of his ers, who think that, as a public officer at the federal level, he is well positioned to help them? As a minister, I am very accessible to the generality of the people. If you come to my office any day that I am there, you meet nothing less than 50 people. In my house during weekends, if I am at home, you find not less than 100 people visiting either for school fees or rent or for medical reasons. But people hardly are able to differentiate between the resources available to a minister, which is just his salary, and what is available to a senator, for instance, who has constituency allowance of about N200 million every year and some other benefits of office, which are not available to ministers. So, we are accessible but, as somebody who has always been a politician, I don’t distance myself from the people. Just for clarification, once again, what would you say about the claim that there are issues between the President and you? No. It is unthinkable. There cannot be issues. General Buhari has been my benefactor, my mentor and a role model, particularly, of incorruptibility as a national leader. In that case, what are you doing at your level to ensure that the President that you have worked with for long time, politically, will have a crop of senators and House of Representatives from Oyo State, who will not make the Ninth National Assembly be as traumatizing for him and other Nigerians as the Eighth National Assembly? Irrespective of political party affiliations, all those who will be voted for in Oyo State would be the irers of President Muhammadu Buhari. Like I told you, originally, everybody belonged to the All Progressives Congress. Buhari didn’t offend any of them. It is some highly placed people who offended them and threw them out of APC. No matter which political parties we differently belong to, we still have our commitment to Mr. President. And I believe that is enough to sustain the President’s re-election. As loud as you are from Oyo State, Governors Ibikunle Amosun of Ogun State and Rochas Okorocha of Imo State are louder. At a point, President Buhari was meeting them together and the Governor of Zamfara State but now he is meeting only Amosun so to say, whereas it is believed in many quarters that Amosun’s spirit is no longer in APC! Amosun is as committed to Mr. President as I am. But the question I am trying to ask here is that the President is not meeting you to resolve the issues between you and the party in Oyo State. Don’t you think this is another reason those who left your camp think that the President does not recognise you any longer? The President doesn’t have to meet me over that. We meet every Wednesday in cabinet meetings. And you chat after meeting? We are free with each other. He is accessible to me and I am accessible to him. I don’t have any problem. If I have any reason to meet Mr. President, I see him. So, I don’t have any problem and I don’t have to make a publication of my meetings with Mr. President. I work directly under President Muhammadu Buhari. So, why must I celebrate my meeting with him any time I have to meet him? I think what this interview will achieve is giving us the opportunity to educate those who say there are some ministers working with President Buhari but who cannot see the President. Isn’t that right to say? (Laughs) I don’t think there is any minister working for President Buhari who cannot see him. There are procedures to follow. If you follow the procedures, you will see him. Of course we are working under him and we are reporting directly to him. We are able directly to him. So, the issue does not arise that if you want to see him, you will not see him. You have talked about limited resources available to ministers unlike, for instance, the resources available to a senator. But it is not as if a minister should not be able to spend. What is your final word to people whose major reason for seeing you in bad light is this? This government is government of change. We had a profligate government before now, Peoples Democratic Party government, when the minister was king, when all government officials were kings, when they all had access to the resources of the country as they could appropriate and misappropriate as they wished. Now we are a government of change and the aim is to ensure that things are done properly. Anybody who wants money should go into business. He should not bother to come into public office. So, I will not go beyond my resources and will not spend what I do not have. And, like the Qur’an has taught us, God does not place any burden on you heavier than your capacity. So, whatever I am able to afford, and I can tell you that more than 60 percent of my income goes to public good by way of sadaqah, by way of assisting the needy. I feel very ionate about helping the needy, the poor. I wish I have power and I wish I have more money to assist everybody. As I am talking to you, I have more than 75 people on my list waiting to be attended to. And as I get money I will give it out. I am just a distributive person (laughs) and as they come I distribute. I have been doing just that and I am not making noise about that because I want the best of my reward to come from God. People should understand that ministers do not have limitless sources of income. And with TSA now, even if you want to steal, there is no way to steal government money. The Peoples Democratic Party Presidential Campaign Organisation (PPCO) has denied reports that a Director-General (DG) in the Atiku Abubakar Presidential Campaign team for the North East, has decamped to the All Progressives Congress (APC). A statement issued by PPCO Director Media and Publicity, Mr Kola Ologbondiyan, on Saturday in Abuja, said the report was a lie and desperation to deceive Nigerians. “For the avoidance of doubt, our campaign organisation does not have a DG in the North East as claimed in the malicious tweet. “Our Campaign structure only has Zonal Coordinators and our Zonal Coordinator in the North East is Gov. Ibrahim Dankwambo of Gombe state.’’ Ologbondiyan noted that Sen. Saidu Kumo, who was being celebrated in the APC as having dumped the Atiku campaign team to President Muhammadu Buhari’s re-election bid, had nothing to do with PPCO and was never assigned any role. He urged Nigerians to disregard the claims. “Finally, the PPCO assures all Nigerians, particularly our ers in the North East that our presidential campaign structure is completely intact and rallying Nigerians in their national consensus to vote in Atiku Abubakar as the next President of Nigeria.’’ Ologbondiyan said that no amount of fabrications could change the reality. The Nigerian Army says it will conduct exercise “Egwu Eke III’’ – Python dance nationwide, to tackle already “observed upsurge’’ in security challenges as the 2019 general elections draw nearer. Soldiers According to the Chief of Army Staff, Lt.-Gen. Tukur Buratai, who announced this at a news conference on Friday in Maiduguri, the exercise will be conducted from Jan. 1 to Feb. 28, 2019. Reports have it that the 2019 general elections are due to commence with the Presidential and National Assembly elections slated for Feb. 16. Represented by Maj.-Gen. Lamidi Adeosun, the Chief of Training and Operations, Buratai identified those threats as stockpiling of arms by criminal groups, formation of ethnic militia and violence induced by political activities. The army had in 2016 and 2017 conducted exercise Egwu Eke I and II to address peculiar security challenges in the South- East geo-political zone, particularly during Yuletide. “These challenges coupled with other security threats across the country such as terrorism, militancy, kidnapping and banditry portend that dissident group and criminal elements could cash in on the situation to perpetrate large scale violence before, during and after the 2019 general elections,’’ he said. According to the army chief, the Nigerian army troops need to be prepared and equipped with requisite skills in order to professionally and effectively respond to these challenges and security threats in collaboration with the Nigerian Police and other para-military oganisations. Responding to question why Egwu Eke III is being conducted nationwide and not restricted to the South-East in line with its code name, Buratai said there is python everywhere. “Even in the desert of Borno, don’t forget, the Lake Chad basin is there, python can also dance within the desert. “In fact, we have desert python, so python will dance all over the country this time around,’ The army chief explained that the success of the exercise Egwu Eke I and II in checkmating security threats in the South- East informed its simultaneous implementation across the country now. Buratai called on Nigerians to provide the army and other security agencies with useful and timely information to enable them to deliver on the mandate of exercise Egwu Eke III. Boko Haram sacked two military bases in northeast Nigeria overnight as the jihadist fighters battle for control of a strategic town on Lake Chad, military sources said Thursday. Jihadists from the IS-ed Islamic State West Africa Province (ISWAP) overran a naval base and a multinational t task force (MNJTF) post in the fishing town of Baga after a fierce battle, the sources told AFP. Boko Haram has repeatedly struck military outposts in the region in recent months. Fighters in several vehicles stormed Baga and engaged troops in intense fighting at the MNJTF base which hosts units from Nigeria, Niger, Chad and Cameroon. The insurgents also sacked a naval base in Mile 3 which lies five kilometres from Baga, a military source who asked not to be identified told AFP. “The troops were overpowered and forced to withdraw,” the source, adding that “the terrorists carted away guntrucks, ammunition and multiple rocket launchers from the base.” Troops from the two bases withdrew to another naval base at Fish Dam on the shores of Lake Chad, the military source said. That base was well secured, and resisted several attempts by Boko Haram fighters to overrun it, the source added. The jihadists then retreated and the troops decided not to pursue them to avoid running into an ambush, a strategy Boko Haram often employs against the military, the officer said. Nigerian army spokesman Sani Usman confirmed the attack in a statement which said the assault began at about 7:00 pm local time (1800 GMT). “The troops along with their Nigerian Navy counterparts put up a very determined fight” all night, he said, adding that one navy personnel was killed. Troop reinforcements were in pursuit of the Boko Haram fighters, he said. Residents of the regional capital Maiduguri reported seeing six fighter jets flying towards Baga on Thursday. In January 2015, Boko Haram overran the MNJTF base and took control of Baga after killing hundreds of residents and forcing thousands to flee to Maiduguri. The town was later retaken, but jihadists continue to attack the military and civilians in the area, which is an ISWAP stronghold. Its fighters occupy camps on many islands in Lake Chad. Boko Haram’s nine-year insurgency has killed 27,000 people and displaced two million others, sparking a dire humanitarian crisis in the region. By Nwafor Sunday Afraid of ing the military to combat the dreaded Boko Haram terrorists in the North-east, 167 Nigerian police, who were on training at the Nigerian Army Special Forces Training School in Buni Yadi, Yobe State, Wednesday abandoned their duties and fled with their respective riffles. Nigerian policemen working to curb crime Reports have it that the wanted officers absconded immediately they learnt that they would be deployed to locations where Boko Haram fighters are still active, especially communities along Nigeria’s border with Niger and Chad Republic. Recall that the Inspector general of Police, Ibrahim Idris, had promised additional 2000 police officers that would complement the efforts of the military against rampaging terrorists in the volatile North-east. These 167 officers were among those deployed to assist soldiers in the terrorism fight. However, documents exclusively obtained by TIMES, show that all the 167 officers have been declared wanted. Security sources said messages had been sent to different mobile police units where the 167 officers were respectively drawn, with strident instruction that they must be tracked down, arrested and produced with escort because they might be harmful, especially since they fled with their arms. The alert was sent to about 25 mopol units in 20 states across the country, with their names and service numbers attached. Like the military, there are usually serious consequences for refusing deployment in the police. Since the officers are still within the rank-and-file, they are likely to face orderly room proceeding if found, and disciplinary actions could range from long suspension to outright dismissal, depending on the trial officer and individual context.
