As written by Reuben Buhari To understand how El-Rufai wrongfully arrested the nine Adara elders, let me begin with the kidnapping and murder of the Agom Adara and how the attacks on Adara villages commenced. This is because I keep detailed records. On Friday, 19 October 2018, following the crisis of the 18th in Kasuwan Magani, the Agom Adara, who had been attending a function in Nissi Village, Chikun Local Government, departed Kaduna that day for his Palace in Kachia Local Government. At around 5pm, near Makyali village, his convoy was intercepted by approximately 15 armed men. His police orderly and three others in the convoy were instantly killed, while he and his wife were taken into the bush. The following day, Saturday, 20 October 2018, his wife, who had health issues, was released. The tension that had already enveloped the state due to the Kasuwan Magani crisis intensified when news spread that the Agom Adara had been killed. By Sunday, the 21st, the rumour had gained traction, sending some into a state of panic. As the panic escalated into physical assaults on several individuals in certain areas of the state, a 24-hour curfew was imposed on Kaduna State. El-Rufai’s Role The state government didn’t improve the security situation when el-rufai held a state-wide broadcast on that Monday, 22nd October, but failed to express a single word of empathy or concern about the kidnapped Agom Adara, nor utter any words of condolence to the family of the chief’s aides who were killed. Furthermore, the state governor convened an emergency meeting of the Kaduna State Council of Chiefs the following day, 23rd Tuesday, at the Government House and referred to the kidnapped Agom Adara as the Agom of Kachia, indicating that something had occurred within the Adara chiefdom, unbeknownst to the chief who was now with the abductors. Later, it emerged that the decision to refer to the chief as ‘Agom Kachia’ instead of Agom Adara was part of the state’s policy to review the chieftaincy system in Kaduna State. This is because the Governor had been attempting to resize the Adara chiefdom, along with others in Southern Kaduna, and to change their names; however, he faced resistance from the chiefs, including the Adara people, who insisted on retaining the chiefdom as part of their ethnic identity rather than a restrictive geographical identity. On the morning of Friday, 26th October, the chief’s body was found with bullet wounds on his head and neck, despite the complete ransom being paid. He was believed to have been killed the previous Thursday evening. With all these happening, the Adara people became suspicious that the happenings around them were linked to the governor’s attempt to change the name of their chiefdom. Beginning of attacks on Adara villages With an air of unease pervading the Adara people after the Kasuwan Magani crisis, they began to witness constant kidnapping and robbery, alongside a few attacks by armed herdsmen. Then, on Sunday 10th February 2019, Ungwan Barde village in Kajuru Local Government was attacked, resulting in the deaths of 11 Adara natives: John Abbah, Moses Kabiru, Philemon Gomna, Samaila Jonathan, Maria Abbah, and Ladi Samaila. Others included Mairo Daniel, Marvelous Daniel, John Samaila, Joseph Samaila, and one unborn baby. Nothing was done. Then it was alleged that there was a reprisal by the Adara people against the Fulani living nearby. Nothing more was heard, and peace was returning to the communities when, on the eve of the postponed elections in Nigeria—Friday 15th February 2019—el-rufai went on air to allege that 66 Fulani had been killed in Kajuru. The following day, Saturday 16th, was supposed to be the day for the Presidential and National Assembly general elections. Some claimed the governor lied and even criticised his announcement on the eve of a general election. https://punchng.com/el-rufai-lied-over-killing-of-66-kaduna-residents-can-nema The governor proceeded to list the names of the Fulani villages where the alleged killings occurred but failed to mention those of the Adara people – Ungwan Barde. He even provided the gender statistics of those reportedly killed, again omitting the 11 Adara individuals. When pressure from many people mounted on him to present the corpses of the 66 Fulani, the governor then visited the Fulani village that was said to have been attacked and showed journalists a location allegedly containing the deceased Fulani. He still did not visit that of the Adara people. On Friday, 19 January 2019, the Governor held a meeting with President Buhari and informed journalists in Abuja that the death toll had even risen to 131. https://www.timesng.com/news/headlines/313807-breaking-death-toll-in-kajuru-killings-rises-to-130-el-rufai.htm Once again, he was asked to provide proof, which he did not. The then Kaduna State Commissioner of Police, Ahmad Abdulrahman, spoke to some journalists on 21 February 2019 and expressed his doubts about the casualty figures being bandied about by El-Rufai. https://www.timesng.com/news/headlines/314470-kajuru-killings-police-disown-casualty-figures-announced-by-el-rufai.htm The refused to confirm or deny the 131 figures but added that he had advised the governor not to quote any figure while the investigation is still ongoing. Then, on 22nd February, some Fulani groups held a press conference at the Kaduna state office of the Nigerian Union of Journalists (NUJ) to provide the names of the 131 people whom El-Rufai claimed were killed. Arrest of the Nine Adara Elders Mr Dio Maisamari, then President of the Adara Development Association, was arrested on 16th February 2019 during a town hall meeting when he stood up to contribute, and El-Rufai ordered his arrest. The Treasurer, Mr Joseph Audallah, was arrested a day later when he went to the police station to see Mr Dio. Engr. Bawa Magaji, the Wazirin Adara and acting Agom Adara, was also arrested on 16th February 2019 when he was requested to provide a statement. Retired Commissioner of Police Sani Magaji was arrested as well on 19th February 2019. The others: Mr Tanko Maisamari, village head of Maro; Mr Hosea Danladi, village head of Ungwan Gamo; Mr Josepj Ayuba, village head of Kutura; Mr Tanko Wada, village head of Ayuba; and Mr Ulu Maitumbi, elder of Ungwan Barde village, were all arrested between 13 and 15 February 2019. They were charged with criminal conspiracy, culpable homicide, and injurious falsehood. The police visited their respective homes and conducted searches, but nothing was found. After about four days in police custody, they were arraigned at a magistrates' court on Thursday, 21 February, and remanded in prison until 13 March, when their case was re-opened at a state high court, and their bail application was heard and denied. All nine Adara elders spent over 100 days in Kaduna prison and were subsequently released when the state government stated it had no evidence against them. Meanwhile, whilst they were incarcerated, the Adara people faced renewed attacks from armed herdsmen. |
