For any vaccine to be approved it has to be tested on humans. People have to volunteer to participate in such tests, data is collected and if the results are promising then the vaccine will receive approval for mass production. As even after testing and approval, a few can still react differently to it, but for the sake of humanity to save the majority who don't react negatively to the vaccine, this would not render the vaccine useless.
I mean why deprive majority of a solution if a few don't want the same solution.

Even if Nigeria where to start making its own vaccine today it will still follow the same process of testing before approving.
