Steven cannot reveal Jewel's true identity to Angel cos he is part of the whole plan.
Besides, Angel first met Jewel in his office and Jewel was also cleaner in same company which Steven is aware of. Secondly, she got an offer from the company without submitting any CV exactly the same period she told Jewel about her harassments. The aforementioned would definitely prove to her that Steven was part of the whole plan which he can never deny.
Jewel can also tell angel that the whole plan wasn't targeted at her but to know who betrayed him in sch.
