The All Progressives Congress (APC) has announced that President Muhammadu Buhari as at September 2015 had recovered N1.4 trillion of Nigeria’s funds. According to a statement released by APC's National Publicity Secretary, Alhaji Lai Mohammed, Buhari had succeeded in gathering the funds due to his moves to plug all loopholes in the system. “Contrary to the disinformation being peddled by the Peoples Democratic Party, PDP, the Buhari istration is poised to lift millions of Nigerians out of extreme poverty by providing social protection and safety nets with another N2.5 trillion Special Intervention Fund.” the statement said. “Now, the Buhari istration has been busy putting into place measures that will make it possible to start the implementation of this project. ![]() Family planning refers to the various contraceptive methods that enable couples produce the desired number of children and determine the spacing between them. Globally, in the understanding of the potential benefits of family planning, many societies have embraced modern methods of contraception especially in Asia and Latin America. However, the practice of family planning in sub-Saharan Africa remains relatively low owing to several factors ranging from limited access to family planning services to unfavourable cultural and religious beliefs. According to the United Nations Population Fund (UNFPA), it is rather unfortunate that up to 225 million women, majority of whom are in Africa have an unmet need for contraception and if all of them were able to use modern methods of contraception, an additional 24 million abortions, 6 million miscarriages, 70000 maternal deaths and 500000 infant deaths would have been averted. Highlighted below are few facts you probably never knew about contraception and family planning 1. Prevents unwanted pregnancies among HIV positive women One of the major strategies adopted for the prevention of mother-to-child transmission of HIV/AIDS (PMTCT) is the prevention of unwanted pregnancies among women that have been diagnosed with HIV/AIDS. Such women are adequately counselled on the numerous available family planning techniques and assisted in making the best choice for them so that they can only get pregnant when they are ready to do so. Even then, they are placed on antiretroviral drugs to protect the foetus. Undoubtedly, this has reduced the incidence of paediatric HIV/AIDS among newborns in our society. 2. Condoms can decrease the transmission of HIV and other STIs Apart from being a modern contraceptive method, it's also an established fact that correct and consistent use of condoms helps to reduce the transmission of HIV and other sexually transmitted infections like syphilis and gonorrhoea. During sexual intercourse, condoms prevent with infected blood or body secretions. However, a slight risk still exists due to the possibility of slippage or breakage of the condom. 3. Reduces maternal and child death rates Family planning has achieved tremendous results in reducing the maternal and childhood mortality rates globally. For instance, it has been discovered that a woman who has more than 4 children (grandmultiparity) stands a higher risk of dying during pregnancy and childbirth. Similarly, the use of contraceptives has reduced the incidence of unwanted pregnancies among teenagers especially girls less than 18 years who are more likely to suffer adverse events like prolonged obstructed labour and unsafe abortions during pregnancy and delivery. Evidently, obstructed labour and abortions are leading causes of maternal mortality. In the same vein, such under-age girls are more likely to deliver preterm or low birth weight babies who have less chances of survival. 4. Different family planning options are available Depending on your specific needs, your healthcare giver will counsel you adequately and help you make an informed choice from the plethora of available contraceptive options. While some are oral pills you need to swallow daily, others are in the form of injectables or intradermal implants buried underneath the skin. Intradermal implants like Jadelle can provide contraception for up to 3 to 5 years. Furthermore, intrauterine contraceptive devices like Copper T can be inserted into the uterus through the vagina and last for up to ten years before being replaced. They are equally good for emergency contraception when inserted within 3 to 5 days of an unprotected sexual intercourse. Note that some of these methods are sometimes associated with irregular menstrual flow, although this is often not harmful. 5. Consistent breastfeeding is a natural form of contraception A good number of people are not aware that correct and consistent breastfeeding prevents the release of eggs from the ovary (ovulation), thereby providing natural contraception. This is referred to as the lactational amenorrhoea method (LAM) and it is usually more effective when the mother exclusively breastfeeds the baby day and night during the first 6 months of life. 6. Combined oral contraceptive pills containing both oestrogen and progestogen have been shown to reduce the risk of endometrial and ovarian cancers 7. Empowers the couple and enhances child education Family planning effectively creates an avenue for the couple to decide how many kids they want and when they like to have the kids. By implication, they are in a better position to raise the number of children they can adequately cater for within the limits of available resources. They can provide the best of education, nutrition and family that every growing child needs for rounded development. The Ogun state government has raised alarm over the discovery of poisonous cattle skin popularly called ‘ponmo’ in large quantity. Warning residents in the state against eating ‘ponmo’, the government made it known that some wicked people are taking the advantage of the high demand of the popular soup ingredient. These businessmen distribute in bulk, ‘Ponmo’ laden with tanning chemicals. According to the state commissioner for Agriculture, Ronke Sokefun, the toxic ‘ponmo’ are supposed to be used in the production of leather materials in foreign countries like Sudan, Italy and Japan. The tanned skins are sold to unsuspecting public even at a less cheaper rate. Sokefu further implored the general public to be on the lookout for the ‘imported ponmo’ which is often brownish black, foul smelling, abnormally thick with layers and ridiculously cheap compared to the certified ponmo. “Tanning chemicals like biocides and fungicides are added along the processing chain to preserve the hides against protein degradation, bacteria and mould growth that would have damaged the hides and skin,” she said. Some time last year, some Nigerians had gone ballistic following reports that the federal government may soon ban the sale and widespread consumption of ponmo, a popular delicacy to many. Fellow Lagosians. In my inaugural speech, I promised to operate a government of inclusion where, as your elected Governor, I would have regular interactions with you to discuss the plans, programmes and progress of our istration. In fulfilment of this pledge, I stand before you today to give of our stewardship in the first quarter of this istration and to hear your thoughts on how we can tly improve the socio-economic well-being of our people with the ultimate goal of positioning our state on the ladder of economic prosperity. This government has decided to change from the traditional “100 Days Address” to an interactive Quarterly Report. This Quarterly Town Hall Meeting is one of the many platforms we have designed to enable us to bring government closer to our people, to enable us come together and rub minds on salient issues bordering on the overall improvement and development of our State. Just as we did during the electioneering period, we will come to you to collectively appreciate your challenges, tly proffer solutions to them as well as identifying areas requiring government attention in the various localities in order to guide our actions. This Quarterly Report will be rotated around the Three Senatorial districts of the State. Today we have started with the West axis in Abesan. Next quarter will be in the Central Axis of Lagos. This way, every part of the State will have an opportunity to engage with my istration. Strategic Vision For Lagos Our vision is to make Lagos globally competitive in all sectors. We are on the way to building a Lagos that is safe, clean and prosperous. Lagos will become a land of opportunities offering prosperity for all as we surmount the challenges. With this vision in mind, we have set out to implement long-term plans and programmes that will lead Lagos on the path to becoming a truly competitive City-State. The results of our programmes will not become evident in the first quarter but soon enough Lagosians will feel the effects and buy into this vision. Highlights of First Quarter Stabilizing the Finances of The State I am determined to be able for every revenue and expenditure of the State. One of our first key tasks was to stabilize the finances of the State. We embarked on a financial re-engineering and reviewed the Revenue and Expenditure framework of the State. These efforts coupled with the realignment of Ministries, Departments and Agencies have saved the government almost N3 Billion every month. This has provided us with more funds to inject into capital projects and the initial funds to establish the Employment Trust Fund which we promised our youths. Today, a major landmark of our istration is the reduction in the cost of governance. We want a lean government with quality service delivery. Lagos State Government is proud to declare that it has consistently met its obligations, especially prompt payment of workers’ salaries without seeking any bailout from the Federal Government In August, this istration approved the release of N11billion for the payment of arrears of Pensions owed to pensioners since 2010. We have, on monthly basis, consistently been presenting retirees on the Contributory Pension Scheme their Bond Certificates and have also approved the appointment of Four additional Pension Fund s to further boost the processes and accord staff a wider range of options. We are presently reviewing our loans with our bankers with a view to restructuring them in order to free up funds for further infrastructural development. Civil Service Reforms At the onset, we promised to offer a government of Continuity with Improvement. With my knowledge of the civil service as the engine room of any government, we chose to commence this journey by repositioning the state civil service in order to make it more efficient and cost effective, with a vision of delivering better service to the citizenry. We are building a civil service that is well structured with officials who have the right attitude, skills and are well-motivated to deliver the goals of this istration. In the course of the reporting period, 20 new Permanent Secretaries were appointed following their track record of excellent performances. This is to create opportunity for upward movement of career civil servants and also reward diligence, dedication and hard work. I am happy to inform you that the permanent secretaries have held the fort and kept the wheel of governance at a steady pace in the absence of commissioners and special advisers. I thank them for doing so. Security We promised you a safer Lagos. We have reviewed the security infrastructure in the State and have put in motion plans to address the lapses. We are aware of pockets of violence and robberies that have occurred in different parts of the State. We are investigating these occurrences and our security agencies have swung into action to curb further incidents. We have established an integrated Security and Emergency control platform, all of which are aimed at strengthening the security apparatus in the state. The safety and security of every Lagosian is non-negotiable. We will leave no stone unturned in our drive to ensure a crime-free state. Equipment and vehicles of various needs were donated to all our security agencies to boost their efforts in combating crime in the state. As we tackle violent crime, we are also tackling domestic violence and other gender related crimes in the state. We have intensified our awareness campaign on domestic violence through the Domestic and Sexual Violence Response Team. Our traditional rulers and market leaders have associated with this resolve to put the unwholesome practice in check in our state. Recently, 190 officials of the State Emergency Command and Control Centre were trained on how to receive reports of Sexual and Gender Based Violence incidents in the State, especially with the approval to use the 112 toll free line to report cases of rape, defilement, domestic violence, child abuse, neglect maltreatment and other sexual assaults. Let me use this opportunity to express my profound appreciation to of the Organised Private Sector (OPS) for their , collaboration and donations towards the State Security Trust Fund. The recent fund-raising of almost N1billion from the Organised Private Sector is a strong indication of your confidence in our istration to tackle security in the State. Health A healthy Lagos is a wealthy Lagos. My istration has provided 20 Mobile Intensive Care Unit ambulances, at a cost of N145.240m deployed in all our Ambulance Points in the State; bringing this to a total of 36 Mobile Intensive Care Unit ambulances. We have also provided additional 26 Transport Ambulances at the cost of N257.4m deployed across all our General Hospitals. We have created Ambulance Points across the States for easy access to our people. The ambulance service can be reached by calling the Toll-Free Line 112. Our istration in the last three months has installed 22 Power Generating sets ranging from 350 – 500 KVA as additional back-up sets across all our General Hospitals at the cost of N270m to ensure 24-hour power supply. In addition, 26 Mobile X-Ray machines costing N519.656m are being installed at all our general hospitals across the State. Similarly, we have granted approval for the recruitment of more paramedic staff and special medical coordinators to ensure 24 hours service in our health facilities. The abandoned Ayinke House Project which is more or less our baby factory for pregnant women has been re-awarded and the contractor is on site to finish and deliver this project within the next 3-6months. Expressions of Interest for a Lagos Medical Park have been received. We will enter the phase of the project soon and at the end of this, Lagos State will become a key destination for Medical Tourism. All these have been painstakingly done to create better access to health services for all Lagosians. Education We have taken stock of our education sector and I must it that there is work to be done. I am not afraid of confronting the challenges. The Governing Councils of our tertiary institutions were inaugurated with prominent selfless Lagosians offering their hands of fellowship to rescue these institutions. We are on course. The recruitment of 1,300 Primary School teachers is ongoing to fill the gap in key subject areas that we have identified. The government is concerned about the disparity in quality between Public and Private schools. We have decided to pay attention to all children, irrespective of where they go to school. The gap in quality must be bridged. Desks, chairs and other needs have been approved for procurement immediately. The security of schools is also receiving attention. Transport Transportation is one of the biggest challenges facing Lagosians. In recent weeks, the menace of trucks on our roads have caused us untold hardships and loss of man hours and revenue. This istration will stop at nothing to find a lasting solution to this challenge and ensure our people can move from one part of the state to another with less traffic impediment. The Apapa traffic gridlock is the most worrying. Today, this traffic is affecting other parts of the state and slowing down businesses. We have met with various stakeholders to find solutions to this problem. We have also appealed to the Federal Government to mobilize the contractor awarded the construction of Apapa Trailer Park and Road networks to immediately return to site. We are looking at long term solutions to traffic challenges that our people face daily. We have identified some of the causes of the traffic among which are poor design of junctions, bad location of bus stops, movement of heavy vehicles, bad roads and bad driving behavior. We have started implementing solutions already. In the meantime, we appeal to the tanker drivers and other road s that the Lagos State Traffic Law is still in force and would be applied on any offender. Road Infrastructure This istration is determined to ensure that all roads in Lagos State are in good condition and motorable. In the last three months, I have taken a tour of some major roads to ascertain for myself their state and this has helped to have a fair assessment of our roads. The Ejigbo–Ikotun Road, Okota-Cele Road, Metalbox Road and Acme Road in Ikeja are currently being rehabilitated, while work has started on Brown Street, Oshodi, Ladipo Street as well as Mushin Road. We must all that the Appropriation Law for 2015 – the approved budget – does not include most of the roads we met in bad condition and this is a major limiting factor in execution. Since the inception of this istration, we have undertaken the rehabilitation and maintenance of 181 roads across the State, touching every Local Government including Federal Roads as we believe that these roads are being used by Lagosians first. A few of these roads are: Agege Motor Road Herbert Macauley Way, Yaba Murtala Mohammed Way, Isolo Ahmadu Bello Way, Victoria Island Dopemu Road, Agege Akowonjo Road, Akowonjo. Obalende Bridge, Obalende Isaac John Road, GRA Apapa Road, Ebute Meta Apapa-Oshodi Expressway, Toyota-Charity Axis Olufemi Street, Shomolu Billy Street, Epe Aswani Road, Isolo, Yekini Street, Shogunle, Oshodi Isawo Road, Ikorodu As I speak, work has commenced on the Ago Palace Way-Okota Road. The State, in conjunction with your Local Governments and Local Council Development Area, are coming to your neighborhood soon. Till date, we have committed N1.386b to road construction and rehabilitation. We will pump more funds into road infrastructure in this present quarter. Outlook for Next Quarter What we have done in the first quarter is to lay down the institutional framework for the smooth running of the government for the next Three and Half years. What we have done can be described as the laying the foundation on which the service and programmes of this government will be built. You cannot run a 4year marathon at top speed from the onset. Like any other well-bred CEO, I have put in place all the ingredients needed to run a successful race. We will continue to woo investors to Lagos. We are assisting businesses and creating a conducive environment for these investors to start business and employ our people. Ladies and Gentlemen, our istration is committed to serve and render good governance. However, we need your and cooperation to enable us deliver on our lofty programmes. I want to assure you that our programmes are well thought out and carefully designed to make life easier and better for all our citizens. While we do our best, I implore you to fulfill your side of the social contract by performing your civic responsibilities always. Please pay your taxes willingly. Nigerian billionaire Aliko Dangote on Tuesday said that he had no interest in actively participating in politics, saying business and politics should never be mixed. Dangote, the Chairman of Dangote Group, made this known while speaking with newsmen during a condolence visit to the Awolowo family over the death of Mrs Hannah Awolowo (HID) at the family’s residence in Ikenne-Remo, Ogun. The business mogul said that the set of skills required to become successful in business differed from those of politics. “I can’t be in politics because they say when you want to clap you need two hands. “If all of us in business go into politics then who is going to create the jobs? “We are in the private sector so we should be creating jobs. Government should be creating good policies and also ensuring that we are not taking advantage of the poor. “They are doing what they know how to do best and we are also doing what we know how to do best. Each is a master in its own terrain,” Dangote said. He advised that Nigerians should not worry too much about fall in oil prices, saying that the economy would soon become stable through the austerity measures adopted by government. “During the oil boom, when a barrel of oil sold above 100 dollars, there were too many leakages which the Federal Government is now trying to resolve by plugging them. “When this is effectively achieved, I believe the economy will begin to regain its stability. “However, we must begin to explore other avenues to wealth aside from crude oil, especially agriculture which we were formerly used to. We really should not be complaining.” he said. The UK National Crime Agency on Friday confirmed the arrest of persons, including the former minister of Petroleum Resources, Diezani Alison-Madueke, over offences related to bribery and corruption it is investigating. The agency confirmed the arrest on its website. “The National Crime Agency’s recently formed International Corruption Unit has arrested five people across London as part of an investigation into suspected bribery and money laundering offences,” the NCA said on its website. The agency also announced the arrest on its Twitter handle. The tradition in the senate has always been that any communication from the President is read before the commencement of proper legislative business but that did not happen. Sandra Aguebor is Nigeria's first lady mechanic. Growing up in a polygamous family in Benin City, her mother actively discouraged her from following her dreams, sometimes beating her when she would be out tinkering with an engine instead of doing her chores in the kitchen. She has built a network of female mechanics that is spreading from city to city, and training former sex workers, orphans, and victims of trafficking to be mechanics. Sandra believes that women are better suited to high quality, technical work on motor vehicles. "Our clients keep coming back - they prefer us because we are determined to be better than a lot of mechanics who take their job and their salary for granted," she says. Sandra's Lady Mechanic Initiative has now spread to the north with its first project in Kano City where the response from Muslim women has been unprecedented. The brother of the immediate past Chairman of the Independent National Electoral Commission, INEC, Attahiru Jega, has been confirmed as one of the dead in the Hajj stampede. The Chief Justice of Nigeria, CJN, Justice Mahmud Mohammed, Saturday, disclosed that two Court of Appeal Justices were among those that died during the stampede that led to the death of over 700 persons at Mina, Saudi Arabia on Thursday. In a statement, the CJN, gave the names of the deceased Justices as Abdulkadir Jega who is the Presiding Justice of the Abuja Division of the appellate court and Justice Musa Hassan Alkali of the Ilorin Division. ![]() I do appreciate the immense pain that the unfortunate death of the Late Oba Okunade Sijuwade has caused his Oloris, children, grandchildren, great grandchildren and the entire people of the Kingdom of Ife in particular and Osun State in general, who must be grieving at the demise of the Oba. Oba Sijuwade was, undoubtedly, a very eminent citizen and his death will be felt not only by his people but indeed, the entire nation. We can, nevertheless, be consoled from knowing that Oba Sijuwade has gone to rest in the bosom of his Maker and left behind him a good name and worthy legacy. Indeed, ‘Erin wo’. We have been inspired, over the years, by Oba Sijuwade’s most impressive career as a tested manager of men and resources, a proprietor of repute, and an industrialist of distinction. From the Tribune Group where he had his early experience in the private sector through the Leventis family and therefrom into private entrepreneurship, he truly distinguished himself as a businessman of note. His attainments, over the years, surely culminated in his unanimous nomination and coronation as the Ooni Olubuse II of Ile-Ife since November 1980. In this capacity, he functioned as Chancellor of the University of Uyo in Akwa Ibom State in 1988. It is a measure of his selfless and qualitative service to our dear country that he was honoured with the revered national award of the Commander of the Federal Republic, CFR, by former President Alhaji Shehu Shagari in 1983. The late Oba Sijuwade was a patriotic and highly respected traditional ruler who had immeasurable love for his people and great faith in a united Nigeria. I his firmness in of Government at all levels when I was President of Nigeria. His staunch was appreciated and would always be ed for it. He, accordingly, stood out as a voice of honesty and forthrightness in national affairs. He was at the same time a fervent promoter of mutual tolerance and understanding not only among the diverse people who lived in his domain but also across the country. The toga of acrimony, thuggery and violence which stigmatized the politics and the people of Ife and Modakeke for many years was permanently brought to an end by him with the of his royal colleagues. Today, there can be no gainsaying that his nearly four-decade reign was marked by unprecedented peace-making and lasting peace and prosperity in Ife and Modadeke. The late Oba followed the tradition of his great predecessors. He was a great traditional leader, urbane and respected by his subjects. His influence transcended the Kingdom of Ife and, indeed, Osun State. He stood shoulder-to-shoulder with traditional rulers across Nigeria and beyond the shore of Nigeria and was very well respected among his counterparts from the South, North and East. He was a unifying force not just in Ife but in the whole of the South Western zone and beyond. Oba Sijuwade’s journey to meet his ancestors means an irreplaceable loss to his family, his people, Osun State and, indeed, Nigeria. For those of us who knew Oba Sijuwade closely for many years, the good times we shared, the successes we achieved together and the lessons we learned are as consoling as the legacy he left behind. Only about ten days ago he invited me to Ife to share with him his views and feelings on some national and community issues. It was like a parting shot. Oba Sijuwade may no longer be with us but his legacy endures. He had a vision for his Kingdom and pursued it with every resource available to him. We must not let that vision for the greatness of Ife and the entire Yorubaland depart with him. As we bid farewell to this great Nigerian, let us rededicate ourselves to the values he cherished and lived by such as love of the country and community as well as the readiness to help the less fortunate at all times. On behalf of my family and on my own behalf, I extend heartfelt condolences on the final transition of Alaiyeluwa Okunade Sijuwade and pray that the Almighty God grant you all the fortitude to bear this irreparable loss.
