Under Jonathan, minimum wage was 18,500 while a bag of rice was 7k which was 38% of the minimum wage. So the lowest earner could buy a bag of rice and still have some money for some other things.

The reality is no one; not even in America follows procedures in place unless their is government regulation and legislation in place and entities which enforce them.

Nigeria is lawless because it is literally LAW LESS. If the government would establish regulation and legislation which doesn't provide loopholes and outright punishes these behaviors (including establishing agencies to checkmate their own entities) these "corruptions" would die down significantly.

That is not the case though.
