First, they offer services which is optional such as Courier Service, photocopy etc.
To my understanding the below table only show a verification code of documents listed there, it has nothing to do with scam except you got the info from a different wesite other than VFS website.

firstly, how is ur Uncle related to u? Does he has d same parent with ur mom? if yes u need a proof/document from ur mom wen she was bearing the same surname with ur Uncle during her youth age and back it up with an affidavit.
secondly. the police report is not for ur Uncle but for you, stating clearly that u are crime free.
