The reason I ask is because, what's "modest" varies from place to place and from time to time. the average Nigerian youths female dressing today would be regarded as a prostitute's dressing decades ago and what's regarded by majority to be "modest" in America today might be seen as immodest in Nigeria.

To give you an example which most Nairalanders can relate to. in the mid nineties when tro wearing was just getting into Nigeria, a lot of religious people not only called it immodest but many infact called tro wearing "Demonic". Today, reverse is the case as several churches allow females to wear tros even when coming to church
