The House of Representatives has ed for second reading a bill seeking to include pharmacists, nurses and other medical professionals in the board of the teaching hospitals.
The legislation is titled, ‘A Bill for an Act to Amend the University Teaching Hospitals (Reconstitution of Boards Etc.) Act, Cap. U15, Laws of the Federation of Nigeria, 2004 to Restructure the Composition of the Governing Board, Review the Nomenclature of the Heads of the Hospitals, Redefine the Qualifications of the Heads of the Hospitals, Provide a Definite Tenure of Office of the Heads of the Hospitals, Including Students of Health Sciences in the Training Programmes of the Hospitals and include Hospitals Established Post–Enactment of the Extant Legal Framework in the Schedule.’
According to the bill, sponsored by a member of the House, Bamidele Salam, the proposal seeks to review the terminology of the heads of the hospitals (Chief Medical Director).
It also sought to redefine the qualification of the head of hospitals, provide a definite tenure of office of the heads of the hospitals, including students of Health Sciences in the training programmes of the hospitals, and include hospitals established post-enactment of the extant legal framework.
Leading the debate on the bill at the second reading on Wednesday, Salam noted that in the United Kingdom, to become a hospital , one does not have to be a medical practitioner.
“All you need is to be a graduate from high school (four years); obtain a bachelor’s degree in healthcare istration, business istration or a clinical discipline (four years); and a master’s degree in healthcare istration (MHA) or a related graduate degree (two years), he said.
The lawmaker also noted that in the United States, “there is no specific path to follow to get a hospital ’s job.” He added, “You may begin your career in some other role with that goal in mind – some start as doctors or nurses – and be promoted to the position.
“However, it is common for hospital s to earn a relevant degree, and an increasing number of employers now require a master’s as well.”
He added, “It is clear from the above cross-country discussion that to be appointed as a Chief Executive Officer, one does not have to be a medical doctor. Persons with bachelor’s (degree) in Management or istration with requisite experience can be appointed to head a hospital.
“Similarly, in the composition of the board of the gospitals, other critical stakeholders were not included. Greater attention was only paid to medical doctors.
“Against this background, this bill is proposed to address all these challenges and include all other health professionals in the capacity building and istration of the Federal Hospitals in Nigeria and related issues.”

The Controller General of the Nigerian Correctional Service, Haliru Nababa, has denied deploying officials of the service for the ongoing All Progressives Congress governorship primary election holding (today) in Osun State.
He stated that his personnel has no role to play in the election, adding that the primary duty of the service is to provide security in and around custodial centres across the country.
Nababa, however, directed that anyone found in the service’s uniform at the primary election venue or playing any role in the exercise should be arrested.
These were contained in a statement on Saturday by the spokesperson of the Service, Francis Enobore.
The statement was titled, “Osun Primary Election: NCoS Officials have no Role to Play”.
It read, ” The attention of the management of the Nigerian Correctional Service has been drawn to a statement credited to some individuals insinuating that officers of the Correctional Service have been mobilised for the purpose of causing chaos and rig the gubernatorial primary election in Osun State.
“This is not true as Corrections officers have no role to play in the said election therefore, no such deployment was ordered by the management.
“For the avoidance of doubt, the focus of personnel of the Service remains providing security in and around Custodial Centres, therefore, the Controller-General of Corrections, Haliru Nababa has directed the immediate arrest of anyone found in the Service’s uniform at the primary election venue or playing any role in the exercise.”

The President-General of the Igbo socio-cultural organisation, Ohanaeze Ndigbo, Prof George Obiozor, has said that wherever the country picks its president from in 2023 will send a strong message to the Ndigbo.
He affirmed that the status of Ndigbo in Nigeria would be determined largely by where the 2023 president emerged from.
The group asserted that to avoid the potholes of the past and to secure the future and preserve national unity, the Nigerian political elites must avoid the prevailing political myopia and contrived amnesia surrounding Nigerian political history over the imperative of North-South rotation.
Wherever the country picks its president from in 2023 will send a strong message to Ndigbo,” Obiozor said in a statement he issued in Owerri, Imo State, on Monday.
“I understand clearly the dilemma faced by these leaders but Nigerian politics is at a point of no return where national destiny is at stake and where patriotism and political wisdom must supercede personal ambition.”
The Ohanaeze Ndigbo President-General explained that Ndigbo as an ethnic nationality was blessed with a large number of capable, Nigerian patriots and credible personalities who were eminently qualified to govern the country and meet the expectations of the citizenry through equity, justice and fairness.
“Indeed he or she will bring into the office, an amazing sense of peace and harmony to the country, ensure imperative of national unity and commitment to good governance with dedication, decency and decorum.
“Since 1960, Igbos have been campaigning for their rights to leadership in Nigeria. So anybody who says that we have not campaigned enough about the ‘2023 Igbo President’ is guilty of historical fallacy because many of us know how often those rights and opportunities have been denied or ignored with impunity.
“How can one be accused of making noise over marginalisation or discrimination in critical areas of Nigerian Politics and at the same time accused of not making enough political campaign for the 2023 Presidency? Ndigbo has not campaigned for any relevant national political office since the end of the war. Most Nigerians with conscience and patriotic as well as friends of Nigeria inside and outside the country know this to be the truth.”

Details have emerged of how President Muhammadu Buhari re-approved the payment of the controversial $478 million in Paris Club refund-related judgment debts to creditors after being manipulated by the Attorney-General of the Federation, Abubakar Malami.
Documents seen by SaharaReporters showed that the Debt Management Office (DMO) on September 27, 2021, issued 10 promissory notes valued at $4,783,192.00 each to the creditors.
The Government of the Federal Republic of Nigeria by this Promissory Note, which is governed by the Laws of the Federal Republic of Nigeria, hereby unconditionally and irrevocable promises to pay to the order of: PANIC ALERT SECURITY SYSTEM LIMITED, the sum of four million, seven hundred and eighty-three thousand, one hundred and ninety-two dollars only on the 15th day of October 2022 (“Maturity Date”).
“This Promissory Note is backed by the full faith and credit of the Federal Government of Nigeria and charged upon the general assets of Nigeria. The Promissory Note also qualifies as an Instrument for Tax Exemption in line with the Tax Waivers approved for Bonds and Short Term Federal Government of Nigeria Securities.
“This Promissory Note qualifies as a Liquid Asset for liquidity ratio calculation for banks. This Promissory Note is negotiable and transferable, subject to the submission of this original Note to the Central Bank of Nigeria. Holders are also required to submit this original Promissory Note to the Central Bank of Nigeria for dematerialization. In any case, this Promissory Note must be submitted to the Central Bank of Nigeria for payment at least two (2) working days before the Maturity Date,” one of the documents read.
The development is however against the Nigerian Governors Forum’s position, which had called for a forensic audit into the suspicious claims of the creditors.
The governors had last year queried the Minister of Finance, Zainab Ahmed, for issuing promissory notes in favour of the creditors.
The governors claimed that President Buhari approved the payment of the $418 million Paris Club judgment debt despite pending court cases.
Buhari, however, in early September directed the Finance Ministry to ask the DMO which was supposed to pay in form of promissory notes, to stay action “until all the cases are exhausted”.
Sources told SaharaReporters that the promissory notes were issued to the creditors weeks after despite the fraudulent claims by the creditors.
They claimed that the President was manipulated by Malami who was promised 35 percent off the value on each promissory note.
“Ned Nwoke, George Uboh, Ted and Nicholas Ukachukwu worked with Mallami to syphon over $400 million Paris club funding. Malami was promised to get 35% off each promissory note.
They forced the Minister of Finance to sign, can you imagine? These men didn’t bring a shovel of sand. Even the Director-General of the DMO, Patience Oniha, was reluctant to issue the promissory notes to them. The President was easily manipulated, so sad,” one of the sources said.
SaharaReporters had in a series of reports exposed wide-ranging legitimacy issues, including non-execution of agreed contracts and backdoor deals raised against the indebtedness from various quarters.
One of the beneficiaries is one Dr Ted Iseghahi Edwards, who was indicted by the Economic and Financial Crimes Commission (EFCC).
Documents seen by SaharaReporters showed that Edwards did not represent the Association of Local Governments of Nigeria (ALGON) as claimed.
A letter dated August 1, 2018, by former EFCC Chairman, Ibrahim Magu, to the Ministry of Justice/Attorney General Office, indicted him of an attempt to defraud the Nigerian government.
It said, “The suspects had filed applications in court to be ed as one of the judgement creditors during the garnishee proceedings and the applications were refused by the Federal High Court. The judge in a ruling delivered on the 27th of June 2016 frowned at Dr Ted Edward for brandishing a judgment purportedly delivered by the Federal Capital Territory on 30th October, 2015 and in fact took a swipe at it.
“By the Motion Ex parte filed on the 30th of March, 2015, the judgement creditors applied for a Garnishee Order Nisi which was granted on 1st April, 2015 and fixed the return date for 16th April for the Garnishee to show cause why the Order Nisi should not be made absolute.
“The Honorable Judge in his ruling stated unequivocally that let me state right away that the substantive matter was commenced by me until I entered judgement on the 3rd of December, 2013. I have searched my records up to the date of I entered judgement. I could not find the name of Dr Ted Iseghahi Edwards as representing the judgement creditors even for one day nor did I find any process filed by his law firm. How then was that judgement prosecuted?
“Another point to highlight is the fact that according to the purported letter of engagement being bandied by Dr Ted Edwards, he was engaged on September 15, 2011, long before the matter was filed in court quoting the exact judgment sum.
What this throws up is the fact that the said letter of engagement was done after 3rd December, 2013 and backdated to make it look as if the suspect had been engaged before the case started. There is no evidence to prove that the suspect did any work in relation to the recovery process.
“A careful look at the memorandum of settlement Dr Ted Iseghohi Edwards and Hon Odunayo Ategbero betrays the conspiracy and an attempt to defraud the Federal Government by the suspects.
“Pending Actions; Invitation and/or Arrest of the suspect, Dr Ted Iseghahi Edwards with a view of confronting him with all the issues raised in the evaluation above. Tracing and filing interim forfeiture order on any property or asset acquired with proceeds of fraud by Dr. Ted Iseghahi Edwards.”
SaharaReporters gathered that despite the report, Malami persuaded Buhari to approve $159 million as legal fees to Edward.
They also directed the DMO and the Ministry of Finance to release the promissory notes to Edward and others so that they could take their shares, a source had said.
“Edward was the Secretary-General of ALGON when the Paris Club refund case FHC/ABJ/CS/130/2013 was done by Joe Agi (SAN) and his colleagues before Justice Ademola. It is clear that he was not the lawyer to ALGON and this much ALGON has said in writing to Malami and the Chief of Staff, Gambari,” the source had told SaharaReporters.
“The EFCC in its report to Malami and (Ibrahim) Gambari also established that Ted Edward did not represent ALGON and that Ted Edward in his own handwriting itted that Joe Agi was the lead counsel for ALGON. He went to one Judge, Baba Yusuf and procured a judgement that he was the lawyer to ALGON in the Paris Club refund case.
“Yet, Malami who knows this is recommending that Ted Edward be paid $159,000,000 as fees from ALGON instead of the actual lawyer. Will this not amount to double payment whenever Mr Joe Agi demands to be paid? From my investigation, Mr Joe Agi, ALGON and the Nigerian Governors’ Forum have all gone back to court to challenge the payment of the $418 million including that of Edward through promissory notes.
“Should Malami not take a second look at the suit and see if really there is any fraud as being widely alleged? Instead, he and the Chief of Staff tricked the President and subsequently directed the Debt Management Office and the Finance Office to release the promissory notes to Edward and others so that they can take their shares.
“The total sum of $418 million promissory note suggested by Malami to be paid is just a tip of the iceberg of what is coming unless he is stopped. Nigeria will become bankrupt before President Buhari leaves office. The anti-corruption war of Buhari has been effectively clipped by Malami and Gambari using their powerful offices to trick the President who really trusted them.
All (that is) needed to be done is to allow independent people to go through the whole cases concocted on the advice of Malami and the truth will be seen and Nigeria saved of all these massive stealing.
“Why is Malami not challenging any of these court judgements? If I may ask; in most of all these claims, the EFCC had investigated, taken statements and established that none of the contracts was executed. The report was submitted to Malami and former Minister of Finance, Kemi Adeosun by Magu-led EFCC suggested the arrest and interrogation of Ted Edward and one Prince Nicolas Ukachukwu but he and Gambari suppressed the report.
“The same man suggested to be arrested is who Malami said should be given $159,000,000. ALGON had written several letters to him and (Kayode) Fayemi, who is the Chairman of Nigerian Governors’ Forum that all the jobs executed by Edward and others were fake, not executed. Yet Malami in the face of this clear case of fraud tricked the President in a memo and said judgement was given against them.
“He also negotiated the debt to 50 percent and convinced the President to pay to avoid more damages. It’s high time President Buhari save his anti-corruption war by causing a thorough investigation of his appointees involved in this massive fraud.”
Other beneficiaries include a former member of the House of Representatives, Ned Nwoko, who is laying claim to $142,028,941 via a consent judgment he obtained from the Federal High Court in Abuja in the suit marked FHC/ABJ/CS/148/2017.
Three beneficiaries laying claim to $143,463,577.76 via a judgment of the Federal Capital Territory (FCT) High Court in the suit marked FCT/HC/CV/2129/2014 are: Riok Nigeria Ltd, Orji Nwafor Orizu, and Olaitan Bello.
From the total money, Riok Nigeria Limited has a share of $142,028,941.95 (about N54 billion), Mr Nwafor is entitled to $1,219,440.45 and Mr Bello has a share of $215,159.36.
A firm, Panic Alert Security System Limited, owned by George Uboh, is also laying claim to $47,831,920 based on another “consent judgment” it obtained in suit number FHC/ABJ/CS/123/2018, which was filed as recently as 2018.

Belgium on Saturday advised its nationals to leave Ukraine after the US warned that a Russian invasion of its neighbour could begin within days with aerial bombardments.
Belgium s the US, and several European countries, who have called on their citizens in Ukraine to leave the country for fear war breaks out.
“Nationals who are currently in Ukraine and whose presence is not strictly necessary in the country are strongly advised to leave the country,” the Belgian foreign ministry said on its website.
It said it strongly advised against travel to the country, adding that an evacuation could not be guaranteed.
The ministry said that in case of a “sudden deterioration, communication links including internet and telephone lines could be seriously affected” and air links hampered.
White House National Security Advisor Jake Sullivan told reporters in Washington on Friday that an attack by the more than 100,000 Russian troops currently massed next to Ukraine “could occur any day now” and said Americans in Ukraine “should leave as soon as possible.”
The European Union has told non-essential staff from its diplomatic mission in Ukraine to leave the country but has not issued an evacuation order.
Several EU countries have also asked their nationals to leave Ukraine, notably Estonia and Lithuania.

Vice President Yemi Osinbajo, former Head of State, Yakubu Gowon, and former President, Goodluck Jonathan, on Friday in Lagos attended a State Funeral Service for Ernest Shonekan.
Mr Shonekan, who served as the Head of Interim National Government from August 26, 1993, to November 17, 1993, died in Lagos on January 11 at the age of 85.
Mr Gowon was accompanied by his wife, Victoria, to the service held at the Cathedral Church of Christ, Marina, Lagos.
Boss Mustapha, Secretary to the Government of the Federation, Governors Babajide Sanwo-Olu of Lagos, Dapo Abiodun of Ogun, and Godwin Obaseki of Edo States were at the service.
Minister of Information and Culture, Lai Mohammed, and other of the Federal Executive Council, of the National Assembly, service chiefs, and traditional rulers, among others, also attended the service.
Delivering a message titled, `A Life of Two Great Halves Lived in Service: A tribute to Chief Ernest Adegunle Shonekan,’ Mr Osinbajo said the deceased creditably acquitted himself in various spheres of life.
“If ever a man could be said to have lived a life of two equally consequential halves, and in service, that man would be Shonekan.
“And so it transpired that within the first four and a half decades of his life, Chief Shonekan had established himself as one of the nation’s foremost corporate technocrats and a figure of renown in the boardrooms of many private companies, multinational and indigenous in which he served as chairman and director.
“It was in this position that he became known as the face of Nigerian free enterprise.
“The UACN under his leadership fully evolved from a trading outfit to a manufacturing colossus with interests in diverse sectors ranging from agriculture and automotive industries to cosmetics, electronics, and textiles among many other areas.
“Known in the business community for his personal integrity and reliability, and trusted in the corridors of political power for his counsel and guidance by successive governments, Shonekan had a position in Nigeria that few had before him or have now.’’
The vice president said that Mr Shonekan took up the challenge to steer the nation in one of the most turbulent chapters of its history.
Mr Osinbajo said that in Mr Shonekan’s own words, “he was compelled by a sense of duty and responsibility to accept the role and to give his best in shepherding his country through an experience unknown and unprecedented in our history.”
The vice president said that Mr Shonekan once said in an interview shortly after he was named Chairman of the Transitional Council and Head of Government, “if your country needs you, leave everything that you are doing to go and help.’’
Mr Osinbajo said that Mr Shonekan saw the government that he was chosen to lead as, he, himself, described it, as “a child of circumstance” and his mission as that of ending a cycle of instability that was, as he said ‘`leading progressively to a catastrophe.’’
He said that Mr Shonekan lived his life always conscious of and motivated by a burden of duty, as a citizen of considerable privilege, to give back, either in his many philanthropic and civic pursuits or in public service.
“It is a testament to that sense of duty that even while out of office; Chief Shonekan remained deeply vested in the fate of his country.
“In 1994, he founded the Nigerian Economic Summit Group (NESG) – a continuation of his life-long advocacy of free enterprise as well as a demonstration of his belief that national development is attainable only if the private sector and the public sector collaborate deeply.
“It summed up the professional duality of his own life as a businessman and statesman.
“In December 1996, he was appointed Chairman of the Vision 2010 Committee – a group of distinguished Nigerians from all sectors of national life charged with developing a blueprint for the country’s transformation by its fiftieth year of independent nationhood.
“It was an assignment to which he applied his customary dedication and diligence.’’
Mr Osinbajo said that in the latter chapter of his life, Mr Shonekan seamlessly assumed the mantle of an elder statesman.
He said that the deceased was ive of all governments and served his nation in this role far above the trenches of partisanship.
His was a consistently calm and dignified presence in the sanctums of the National Council of State and a steady voice of measured counsel to all that sought him out.
“But he was also a man of great wit and humour,’’ he said.
Earlier in his sermon, Peter Akinola, former Primate of the Church of Nigeria, said that when a true believer died, “he would rise to eternal life”.
He urged those left behind by Mr Shonekan “not to grieve endlessly like those who are hopeless; who had no Christ.”
“You have Christ; therefore, you have hope; you rejoice and give thanks to God instead and give thanks to God.
“He is in the bosom of Abraham because of the life that he lived; because of his faith in Jesus Christ,’’ he said.
Special prayers were also offered for late Shonekan’s family. (NAN)

President Muhammadu Buhari has decried the high rate of fertility plaguing the country.
The president spoke in Abuja where he launched the Revised National Policy on Population for Sustainable Development.
“The policy emphasizes the urgency to address Nigeria’s sustained high fertility rate, through expanding access to modern family planning, counselling and commodities as well as promote births spacing,” Buhari said.
“This will enable Nigeria to achieve rapid fertility control, improve the health of women, adolescents, new born and children, and other population groups.”
He explained that Nigeria’s population is the largest in Africa and seventh globally made up most of youths with 72 percent of them being below 30 while half of the female population are in their reproductive years (15-49 years).
“These levels have implications for sustained population growth and narrowed prospects to achieving population management, facilitating sufficient demographic transition, harnessing our demographic endowment and eventually realizing sustainable development.”
He maintained that the data accumulated during the census would help on implementing the new policy.
The Chairman, National Population Commission, Nasir Isa Kwarra, also advised Nigerians to embrace the noble ideals of planned parenthood and healthy reproductive behaviors enunciated in the policy.

The Taraba South Senator, Emmanuel Bwacha who until his defection on Thursday, the Senate Minority Leader has shed more light on his decision to dump the Peoples Democratic Party (PDP) for the ruling All Progressives Congress (APC).
Bwacha stated that the irreconcilable differences between him and Taraba State Governor, Darius Ishaku made him defect to the APC adding that he was pushed out of the PDP by the State chapter of the party.
He alleged that the PDP at the state level did nothing about the persecution he faced from Governor Ishaku despite his own best efforts of bringing about a reconciliation.
Naija News earlier reported that Bwacha upon defection on Thursday was taken to the Aso Rock Villa where he met with President Muhammadu Buhari.
The Taraba senator was taken to the Villa by the Chairman of the APC Caretaker/Extraordinary Convention Planning Committee (CEC), Gov Mai Mala Buni of Yobe State.
Speaking on Thursday evening during a chat with Channels Television’s ‘Politics Today’ programme, Bwacha said Ishaku turned against him in 2019 and has been trying to block all his political progress and opportunities.
The lawmaker lamented that though he has not yet publicly declared any ambition, the Governor said he must drop his governorship ambition before there can be any form of reconciliation between them.
“I actually cannot point out exactly what is his (Ishaku’s) problem with me,” he said.
“We (Ishaku and I) worked together in 2015 but in 2019, suddenly this hate came. I tried to speak to him about issues but it had always earned me hate. I tried to see him at a point but he shut the door at me,” the Senator added.
He continued by saying “I have not made public declaration about becoming a governor but there have been innuendos, insinuations. People have also been putting pressure on me to run for governor. And I overheard someone say that the only condition for me to sit with him (Ishaku) is if I would drop my gubernatorial ambition.”
Bwacha concluded that the political persecution he’s been suffering at the Taraba State level of the PDP made him dump the party after due consultation with his ers and constituency .
“It is about an environment where you are not being persecuted, where you are given a latitude to operate, a free playing ground.
“My people are not in of such persecution, they see me going through persecution that is unnecessary,” he noted.
“If you are staying in an environment where you will not survive, if you remain there, you are doing it at your own peril and I would not be part of such danger, I won’t endanger my political future in an environment where I am not guaranteed a clear future,” he added.

The apex Igbo socio-cultural organisation, Ohanaeze Ndigbo Worldwide, has set up a political committee to assist the South-East region to achieve its aim of having a southeasterner as Nigeria’s President in 2023.
This comes after a National Executive Council meeting of the organisation in Enugu, the Enugu State capital.
The meeting was presided over by the President-General of Ohanaeze Ndigbo Worldwide, Ambassador George Obiozor and had in attendance delegates from many branches.
The incarceration of the leader of the Indigenous People of Biafra, Nnamdi Kanu, was also discussed.
Ohanaeze said the time was ripe to have a Nigerian president of South-East extraction, saying it would help foster unity.
He said, “Nigerian nationalism is receding as ethno-regional nationalism is growing astronomically. It is time to rebuild and restore Nigerian nationalism and national spirit.
“As the national situation is today, it will require Pan Nigerians like Igbos to reinvigorate the nation’s path to unity. And a southeast Igbo president of Nigeria in 2023 will be one of the most critical but positive decisions of the nation’s history because it is the right decision and an idea whose time has come.”
Regarding the continued detention of Kanu, Obiozor said, “We have been consistent in asking for a political solution to the problem including prerogative of mercy for Nnamdi Kanu’s freedom and amnesty.
“Once more, Ndigbo are not secessionists or separatists. Igbos are prepared and deserve the Presidency. It is politically defensible and morally justifiable. To realise this, the National Executive Council of Ohanaeze Ndigbo Worldwide has established the Political Action Committee to be Chaired by the President General, Ambassador Professor George Obiozor, while the Secretary-General, Ambassador Okey Emuchay, will serve as the Secretary. Full composition will be done soon.”
