ABUJA — Following the raid on an uncompleted building believed to be a hideout of Boko Haram near the legislative quarters at Apo, Abuja, last Friday by the Department of State Service, DSS, which claimed 10 lives, the Federal Capital Territory (FCT) announced, yesterday, that 100,435 illegal, uncompleted buildings have been marked for demolition.
FCT minister, Senator Bala Mohammed disclosed this when the House of Representatives’ Committee on Public Safety and National Security visited his office on oversight duties. According to him, 100,000 illegal buildings and 435 uncompleted houses have so far been identified in the FCT to be pulled down. He explained that his istration would no longer condone the delays by developers in completing their buildings, after being allocated plots of land.
Said he: “Very soon, we will take a decisive action on uncompleted buildings in the FCT. We will ensure that all buildings that have exceeded the two-year period approved for building will be demolished. If we cannot demolish, we will make them police posts. This time around, we will take a definite action,” he said.
Owner of Apo killings house identified
Meanwhile, the Federal Capital Territory istration, FCTA has formally come up with the identity of the owner of the property, declaring that it belongs to Adunni Oluwola Salisu, a civilian, contrary to speculation that a General owns the property.

The disclosure came just as the Chief of Army Staff, Lt. Gen. Azubuike Ihejirika insisted that artisans arrested during the encounter last Friday were terrorists, considering ammunition recovered from them
The FCT Minister, Senator Bala Mohammed at a public hearing organized by the House of Representatives Committee on Public Safety and National Security investigating the incident explained that the said plot of land was allocated in 2007 and obtained a building plan approval from the Development Control Department granted in 2009.
Also speaking with Vanguard yesterday, the Director, Development Control, FCDA, Yahaya Yusuf gave the name of the owner of the said property as Adunni Oluwola Salisu.
Chief of Army Staff, Lt. Gen. Azubuike Ihejirika who also spoke with newsmen after a closed-door session with the committee, said that, “considering the ammunition recovered, in addition to arms and weapons from suspects and from the fact that on approach to the area, the personnel were fired at and had to return fire and also made arrests, there is no doubt that those people were terrorists.”
When asked if he believed that the operation was successful beside the killings, he said: “Well, I will say that the operation has succeeded in pre-empting planned attacks on some parts of the FederalCapitalTerritory.”
The Army boss explained that the operation was not the first as his men succeeded in intercepting several intended terrorist attacks on the FCT in recent times.
He said the information on the activities of the terrorist group around Apo area could not be turned down because security agents had conducted a thorough investigation before making the move to remove the explosives.
The attack, according to him, was coordinated by the Commander, Guards Brigade and was carried to intercept hidden improvised explosive devices (IED) in a cemetery in the area.
Motorcycle, tricycle operators issue ultimatum
Meanwhile, the National Commercial Tricycle and Motorcycle Owner’s and Riders Association of Nigeria (NATOMORAS) yesterday gave the Federal Government seven days ultimatum to set up a commission of inquiry to unravel the killing of eight tricycle operators in Apo and if the government fails to meet the ultimatum, it will shut down the Federal Capital Territory, FCT.
Reacting yesterday in Abuja for the first time since the incident happened last Friday at a one-day seminar on the challenges of tricycle and okada operators in FCT, NATOMORAS FCT Chairman, Alhaji Usman Buba Gwoza lamented that their were gruesomely murdered without just reason. He stressed that the association appreciated the of good Nigerians, the Senate and Human Rights Commission for lending their voices for justice to be done.
Integrity test for uncompleted buildings
Speaking further, the FCTA Minister who announced that there were 435 uncompleted, but abandoned buildings scattered across the Federal Capital City that were already undergoing integrity test for re-validation of approval to continue development, stressed that being apprehensive of negative possible impact on the environment, he had earlier directed the FCT Development Control Department to take census of all uncompleted and abandoned structures in the city to ensure that they all undergo integrity test.
According to him, any of such uncompleted building that fails integrity test would be demolished to safeguard lives, adding that the outcome of the census would be used by the istration and the security agencies in preventing miscreants from using such areas for unlawful activities. He also warned that the FCT istration will use the census to clean up the city and that where miscreants were found, owners of such buildings will have themselves to blame.
He said: “The FCT istration will use the outcome of that census which had earlier been d to swing into action. of the public are ened to be vigilant at all times and report suspicious activities to law enforcement agents.”
Speaking further, NATOMORAS FCT chairman said, “We call on the federal government to immediately set up commission of inquiry to unravel the mystery behind this inhuman act. Killing of innocent and armless citizens of our great nation should not be tolerated by caring and loving government. We shall immediately be embarking on protest throughout the entire FCT if this is not met within seven days,” he said.
Buba Gwoza who noted that eight years after the ban on commercial motorcycles in the capital territory, FCT istration has refused to fulfil its promise to provide tricycle as an alternative to those affected during the ban He said that the association has over 15,000 tricycle and 80,000 okada operators in FCT, adding that 20,000 motorcycles of its have been impounded since the ban of okada in the capital territory without informing the association on the guidelines to recover them.
Speaking at the event, Chairman, Senate Committee on MDGs, Senator Ali Ndume who appealed to the association to shelve its proposed protest until the Senate looks into the Apo killing, however warned that the fight against terrorism should not be an excuse to take innocent lives, adding that there was no law in the country banning the operation of okada, adding that he would not know why government should wake up and ban okada in FCT. http://www.vanguardngr.com/2013/09/abuja-killings-fct-demolish-100435-buildings/

The Governor of the Central Bank of Nigeria, CBN, Mal Sanusi Lamido Sanusi, has vowed to defend the Naira and was prepared to used the nation’s foreign reserve to ensure the currency’s stability.
Briefing the journalists at the end of the Monetary Policy Committee meeting in Abuja, Tuesday, he said that the argument of those pushing for the devaluation of the Naira did make any valid economic sense in an import-dependent country like Nigeria.
Mal. Sanusi insisted that the CBN would stick to its position unless forced to do otherwise.
His words, “as far as the Naira is concerned, the CBN has always said that we are committed to its stability. I know there are some people who don’t share that view. But I have not personally heard any economically valid argument as to the benefits of devaluating the Naira up to this point in time.
“It will not improve our export nor reduce our imports into the country. It will not improve our fortunes as long as our structural reforms have not been implemented.
“My view and the view of the CBN is that if we will have to use some of the our serves to the currency, we will. No central bank governor will say that he will the currency at all and every cost but we want to be very clear in our minds and to the public that there is no country in the world that will allow its currency to be just determined by the market.

Operatives of the National Drug Law Enforcement Agency, NDLEA, at the Murtala Muhammed International Airport, MMIA, Lagos have apprehended a 30 year old career counselor and alleged alumnus of Bolton University, United Kingdom, Arinze Ifeanyi John found in possession of 2.120kg of methamphetamine during the outward screening of engers on a Virgin Atlantic flight to London, weekend.
According to Ofoyeju Mitchell, Head, Public Affairs, NDLEA, Arinze, who claimed to be an Alumni Ambassador of Bolton University, also holds a bachelor’s degree in Business istration at Madona University, Okija, Anambra State.
He also has a master’s degree in International Business at Bolton University, United Kingdom in 2011. He has lived in Bolton for the past three years.
Mitchel further said that four parcels containing substances that tested positive for methamphetamine were found in possession of Arinze.
“The drug which was detected inside Arinze’s luggage was carefully hidden. Officers had to cut open the sides of the bag to recover the drugs. He claimed to have an interview in London,” according to NDLEA Airport Commander, Hamza Umar.
During interrogation, the suspect confessed to the crime, stating that he was given the bag by a friend who bought his return ticket.
“I came to Nigeria in June as an Alumni Ambassador of my university. Work was at advanced stage for an exhibition in Onitsha with parents and prospective candidates who are interested in furthering their education in the United Kingdom.
“In the process, I got an interview request in London which I had wanted to quickly attend and continue with my assignment in Nigeria. My friend who assisted me with a return ticket, gave me the bag to use for my trip.
“It was inside the bag that the parcels of drug were found. I am very sorry for what has happened. I want my friends, relatives and business partners to please understand my situation,” Arinze stated.
NDLEA Chairman/Chief Executive, Ahmadu Giade commended the officers for the arrest.
Giade promised that, “the agency will continue to counter the modus operandi of drug trafficking cartels. The suspect had perfected his plan but for the professionalism and expertise of the arresting officers, the drugs were detected.
“It is sad and disappointing that the suspect could yield to the demand to smuggle drug, considering his academic background and profession as a career counselor.
The suspect, who hails from Anambra State, will be charged to court soon. Source

Fifteen children aged between 12 and 16 years were yesterday crushed to death in Barkin-Ladi, Plateau State, by a commercial vehicle conveying maize to a nearby market. Nine others were injured and have been hospitalized.
The children who were said to be of the Boys and Girls Brigade of about three churches in the local government headquarters were on an early morning keep-fit exercise when the incident occurred.
It was gathered that the youths from three churches usually gather for the exercise by jogging to and from nearby villages but it was an unlucky day as a vehicle carrying maize from Bokkos lost control and ran into the children numbering about 40 killing the 15 instantly. An eye witness told Sunday Vanguard that parents whose children were in the team rushed to the scene to ascertain the well-being of their children. This created its own commotion. The bodies of the deceased and the injured were later taken to a nearby health centre where the injured were given first aid treatment before they were transferred to the Plateau Specialist Hospital in Jos.
Police Public Relations Officer in the state, DSP, Felicia Anslem confirmed the incident, adding that investigations had commenced and efforts were on to track down the fleeing driver of the vehicle.

As man kills friend over ownership of phone charger

A 27-year-old man was at the weekend killed by his friend over the ownership of a mobile phone charger. The tragedy occurred at Isapodo area of Ijebu-Ife, in Ijebu North-East Local Government Area of Ogun State on Sunday.
The victim, Mr Dele Oje, described as an easy going person by his neighbours, was said to have been allegedly killed by his friend, simply identified as Muyideen after the latter requested for a phone charger from the former.
Investigations revealed that Oje had earlier argued with his friend over who owned the charger minutes before he was killed.
Shortly before his death, an argument had ensued between the duo, prompting neighbours in the two-storey building to intervene.
Unfortunately, the neighbours had barely left the scene of the argument, when Dele’s friend descended on him as the deceased attempted to have his breakfast and slashed his throat with a sharp object.
A neighbour of the deceased who did not want to be named, narrated what she described as an unfortunate incident, said: “We had earlier settled a seeming quarrel between the friends over the ownership of a telephone charger when Muyideen killed his friend’’.
‘We got there later only to see blood stains on the wall and floor of the building, an indication that Oje had attempted to escape from his assailant’’.
Another resident who identified himself as Abayomi Oyeyemi also said that after the murder, Muyideen fled only to be fished out in a near-by bush, three hours after.
The body has been deposited at the Ijebu-Ode General Hospital mortuary while Muyideen who was arrested by the youths in the community had been handed over to police at the Ogbere division.
The state Police Public Relations Officer (PPRO), Mr. Muyiwa Adejobi, who said he was yet to be briefed by the Ogbere Divisional Police Officer, added that he did not have details of the incident.

The t Task Force in the Niger Delta code-named ‘Operation Pulo Shield’, said it has arrested 608 suspected oil thieves in 594 raids carried out between January and June.
The JTF spokesman, Lt. Col. Onyema Nwachukwu, told the News Agency of Nigeria, NAN, in Yenagoa that oil theft was consequently on the decline. “So far, we have carried out 594 illegal oil bunkering patrols, and several arrests have been made. In the two quarters we are talking about, we’ve scuttled about 748 illegal refineries within the region and we have impounded 24 sea-going vessels; we equally arrested 133 barges involved in oil theft. And 861 giant open wooden boats popularly referred to as Cotonou boats have been scuttled over this period.
“About 910 large surface tanks, which oil thieves engaged in illegal refineries use to reserve the crude have been scuttled. We’ve taken into custody about 608 suspects who are involved in oil theft and oil theft related cases.’’
On the rate of oil theft, which reportedly led to a combined shut-in of 190,000 barrels per day production in Bayelsa, Nwachukwu said that the JTF was making a positive impact. The spokesman said: “Of course, we stepped up our operational activities and I assure you that oil theft now is going down.
“Two major pipelines were shut down and before these pipelines were actually shut down, our patrol troops had reported breaches on these pipelines. And if the oil companies had reacted in time to these reports, the breaches would have been clamped, and it would not have resulted in this entire shut down of the pipelines. So, I would say that if you take overfly of the entire area, you will find that most of the illegal refineries that were in operation, that were alive in those days, have been shut down, completely; scuttled.’’ Nwachukwu said that the JTF was making progress in its campaign against oil theft because of of residents and community leaders in the oil-bearing communities.

Five persons were killed yesterday in Tapga Village of Ibi Local Government Area of Taraba state when armed militia group from the neighbouring Tarok Village of Plateau state attacked the Taraba village.
It was gathered that many others sustained varying degrees of injuries in the attack while others were forced to desert Tapga village. The injured were said to have been taken to some clinics in Wukari and Ibi towns for treatment. It could not however be ascertained the reason for the attack.
According to eye-witnesses, some of the refugees are taking refuge in Jibo -a settlement of Wukari.
Chairman of Ibi council Adamu Ishaku, who confirmed the attack and killing to newsmen, said “the attackers took my people unaware”.
Ishaku said the attackers had planned to invade Sarki-Kudu village of his council but they couldn’t succeed before “they ended up lunching the attack on the unsuspecting residents of Tapga,”
Ishaku however gave the casualty figure at three while eye-witnesses said the death toll rose to five as at press time.
Our source added that the fate of little children and women left behind was still unknown.
The Ibi chairman said security in parts of Ibi has been porous especially at the coastal and border areas.

Hon Aminu Bello Masari was former Speaker of the House of Representatives between 2003 and 2007. In this interview with GBENGA OKE, he responds to issues of insecurity in the North and assertions of ambivalence by northern leaders, the preparedness of the All Progressives Congress, APC for the political battle ahead and the crisis that has recently enveloped the Nigerian Governors’ Forum, NGF. Excerpts:
It is alleged that majority of Northern leaders are ambivalent on the Boko Haram insurgency. Why?
If you want to exploit people, deny them education. And in the North education is being denied to the public because public schools there have collapsed.

The only schools functioning are private schools but how many parents can afford it? Secondly, the public health system has also collapsed. So now people have to provide water, security, education, health care system and every other thing for themselves.
Today, the North is known for its agriculture business and over 80 per cent of northerners rely on agriculture and agriculture today cannot thrive without the input of government, which includes supply of fertilizers, good quality seeds.
All these things have disappeared. As I am talking to you today, a 50 kg bag of fertilizer costs about N5,000. How many people can afford it? And some state governments like the state where I come from, for the last 30 days or more, people have planted and up till now government has not distributed fertilizer, when will they distribute it?
The type of people that we put in office is not reflective of the reality on ground and my belief is that for you to provide responsible leadership there must be good, free and fair election.
In Nigeria, people who won election were denied and leadership was given to those who did not win. How do you expect those who did not win to have respect for ordinary the person when they know at the end of the day it was not ordinary people that put them in power and it is not ordinary people that will put them in power again?
So unless we address these fundamental issues of justice and fairness, we will know no peace because there is no peace without justice.
Do you foresee anything like the Arab Spring happening here?
Do you think that was not going to happen if the fuel subsidy protest was not discontinued? You can see people all over Lagos, Abuja, Port-Harcourt, Kano and Kaduna rose up to the occasion and if they had not rescinded their decision and the rally in Lagos and other places were allowed to continue, it could have developed into something. So for anybody to think it cannot happen in Nigeria, such person is deceiving himself and it is a huge joke. It can happen if certain decisions taken by government are not favourable to people.
This Arab spring is not only limited to Arabian nations, bad governance and bad election can lead to such uprising.
It will happen here except certain things are done and we are moving towards that because the alienation and deprivation are growing and when they grow to certain level, surely something must give way.
In Nigeria today, there is no justice and fairness. So, no man can control what is happening unless we address the fundamentals and provide leadership at state and local government levels that are truly elected by the people and which will be held able by the people.
Really, the attitude of leaders here in the North will have to change and our lifestyle will have to reflect the reality on ground.
Governors and local government chairmen today behave like emperors, doing whatever they like with the wealth of the people because they depend on Federation and not Internally Generated Revenue (IGR).
This issue is not about religion, sectionalism and hostility it is about leaders short-changing their people. It is happening all over the country but worse in the North because we have denied our people education.
Can you imagine a governor that has not provided basic requirement of primary education, but was going to spend billions in feeding people during Ramadan?
This is a contradiction. Give them good education and they will find their level. How can we stop this insecurity when a local government chairman with his appointees is patronising private institutions? So, they have no confidence in what they are supposed to be doing.
There is no responsibility in leadership and it is a failure for governors, local government chairmen, councilors and other political appointees to send their children to private schools, when they refuse to send their children to public institutions, it means those schools are bad.
For me, this is an indictment on them to provide good and quality service to the people they govern and that is why there is no ability.
We can overcome this insecurity situation but if we do not lay a sustainable foundation, it will recur and maybe this time, it may not be on religion but between the rich and the poor and the rich will be determined by the type of clothes he wears, house he lives, car he drives and the area he lives.
There is this argument by some Nigerians that APC interim leadership is being dominated by Muslims. What is your reaction to it?
This is the Peoples Democratic Party (PDP) campaign and let me tell you, we Nigerians start looking for good a leader, let it be a Christian or Muslim. If we allow ourselves to be divided along religious lines, this country will not move forward. If there is bad governance by a bad Muslim, is it only Christians that will be worse for it? No, it is all Nigerians that will be worse for it.
President Jonathan is the President today and a Christian, the bad policies, bad governance and the insecurity taking place, are they only affecting Muslims?
Bad governance is bad governance and it affects everybody irrespective who is at the helm of affairs.
So I think we better start thinking of how we are going to produce a good leader for our country irrespective of the religion they proffer. As a Muslim, my Quran taught me God will a just leader be it a Christian or Muslim but God is not with an unjust leader even if he lives in Saudi Arabia.
For us, it is not about religion but about those who will provide good leadership. By the time all necessary registration processes are completed, Nigerians will realise APC will be a different party, it will be a party that will produce credible leaders, we will be a party that will be answerable to the people and serve the people and not the current situation.
Responsible leadership
We are going to play by the rules, we are going to be a just party, we are going to be an inclusive party and we are going to provide responsible leadership and responsible governance through APC.
To what extent do you think the APC alliance will go given failed past alliances?
What is about to happen will be the first of its kind in Nigeria. This is not an alliance but a merger of three major opposition parties and some sections of APGA and DPP.
What we are seeing is not an alliance but a merger of major political actors to form a strong party to challenge the PDP dominance of government in Nigeria since 1999.
So, this is the first time we are having a merger since 1999 to become one, by the time the certificate comes in, there wont be C, ACN, ANPP but APC.
So it is a merger and not alliance and history has been made because this is the first time in Nigeria where parties form a merger and produce only one political party.
We believe with the commitment shown by leaders of each of the parties in the merger, there is a strong resolution that we need alternative governance and the only way to achieve that is through the merger of these parties to become one in order to form one manpower, capacity, resources to challenge the PDP who control the government at the centre.
Given the general clamour for power shift in the North and the recent assertion by Governor Babangida Aliyu that the North will negotiate power shift, does the APC have a position on the issue?
First, whatever they are doing is a PDP arrangement. Let them sort themselves out, I don’t like to comment on what PDP is doing but what I will ask is whether we are still seeing a softening opposition by the Governor of Niger State because once he says they will negotiate, it means they will accept something which was totally opposite to what he was saying some two months ago that they produce another candidate.
I read it but I was a bit confused about what he meant that they will negotiate power come 2015. Is it a softening opposition because they keep saying there was an agreement with President Jonathan to do one term, so are they now saying they will negotiate with Jonathan.
I am a bit confused about what he is trying to say unless he is trying to be like all big men we know that speak from both sides of the mouth. For us, when we are fully ed, we will produce leaders according to the constitution of the party.
So are you saying APC won’t cede the presidential ticket to any particular zone?
We will produce leadership according to the constitution that is submitted to the Independent Electoral Commission, (INEC). We have outlined how to go about producing our leaders, so we will go according to the provisions of the constitution to produce our leaders and candidates in all the elections in Nigeria come 2015.
APC formation
For us in APC, justice and fairness is the issue and I think the issue of rotating the presidency is because there is no justice and fairness on the part of those ruling us. But in APC, we are going to be just and fair to all Nigerians and at the end of the day, by the time we produce our leaders and Nigerians see their quality, they will know that we have produced leaders who are going to govern irrespective of religious beliefs because Nigerians will be treated justly and fairly.
What is your take the crises rocking Nigerian Governors’ Forum?
First, you will have to ask yourself what the Nigeria Governors’ Forum has added to the quality of lives of an average Nigerian. It was formed to protect the governors themselves and they also use it to influence the Presidency on what they want. It is for themselves not for me and you or other ordinary Nigerians. So before you even delve into the fight of the NGF, what does the forum represent?
It is a club and they are doing it for the aim of protecting themselves from prosecution, protection to be part of government, they are not talking about how to better the lives of ordinary Nigerians. All these are not part of their agenda. It shows they are neither here nor there.
Secondly, when they had an election and there was somebody who won and they refused to recognize who won, you want to recognize the person that lost. Why?
Because you felt the person that has won come 2015 will not you to get elected. What is your business with that because not all governors in the forum are of your party? When you have a leader of the PDP governors’ forum, you should be contented with that. What is his business with governors’ forum, which involves all governors irrespective of their parties? What is the business of the President and the PDP?
I don’t even care even if they dissolve the forum because I know the body does not add value to the polity or the lives of the people. If you could when I was in PDP, when I led the PDP reform, we fought the governors’ forum because we want the party to stand with the people and those PDP governors made sure the reform was killed and we were squeezed out. We told President Jonathan that time that this elephant called governors forum will grow to the extent that nobody will be able to control them. I think it is bad that 36 governors will conduct an election and they cannot uphold the election.
So what does that portend for the country?
The outcome of the NGF election has shown clearly what the PDP is planning for 2015 elections and we are ready for them. These are the reflections of 2015 and these governors are the ones to lead elections in their various states. Look at them and hear them talk.
One of them said he will not attend another regional meeting. Look at him who got elected on the platform of another party, he won and decamped to another party and he is talking about morality, this can only happen in Nigeria.

No fewer than 20 people were Friday feared dead in an outbreak of conflict between Tiv farmers and nomadic Fulani herdsmen at Nzorov ward, in Guma Local Government Area of Benue state.
Sources told Saturday Vanguard hat the entire Nzorov ward in Iyordye Akaahena village was sacked by the Fulani herdsmen who also burnt down their houses.
Among the houses burn were those belonginging to the former Benue State Head of Service, Mr. Mike Iyordye.
This lasted crisis is coming just few weeks after the feuding parties had agreed to lay down their arms and embrace peace.
According to Saturday Vanguard’s sources, some armed Fulani herdsmen who were dressed in military camouflage, had invaded the Tiv village in the afternoon in a convoy of vehicles from the neigbouring Nasarawa State.
”They stormed the village when most of our young men were in the farms; they leveraged on that to burn down the entire village after killing over 20 persons, though we are yet to know the actual number of those killed because fighting is still going on at the moment. People are already fleeing from their villages in search of safe haven in neigbouring villages,” the sources said.
The Guma Local Government council Chairman, Mr. Frank Adii said that fighting was still going on in the village as at the time of this report.
”From what I have gathered so far, the casualty figure is high with many injured but I am yet to confirm the number of casualties. I have already alerted security agencies on the development,” Adii said.
The state Police Public Relations Officer, PPRO, Deputy Superintendent, Daniel Ezeala confirmed the fighting but added that the police had no report of deaths arising from the crisis. ”Security personnel have already been drafted to the crisis area, but we have not received any information on the number of deaths,’’ he added.
