Like I said earlier in a normal world his UK license should be okay.

When you have a country that expect tourist to be.able to move around with a measure of freedom a UK license should be allowed especially when the individual is a Nigerian.

A license indicate you have been certified to drive a class of auto within a set environment. A Nigerian spending a week vacation could be allowed to drive with a foreign license, but such individual should be required to get one if still in country after 6 months ( visa period).
