I got my i20 from WIU (spring 2022) a few days ago.

Today, I scheduled for the visa interview and my birthday was the earliest available date. It's going to be a double celebration for me by God's grace.

Yes,you can still book for an appointment,despite the embassy being closed.It's done electronically.
Without scholarship,you fall under category B.

Please is it still possible to apply for Visa as the embassy is closed presently?

And also is there anything else that qualifies one to apply for Cat A as someone who wants to go for bachelor's degree asides from scholarship?
