Chinedu Emeka Martins, the Member representing Ahiazu Mbaise/Ezinihitte Federal Constituency, has taken a monumental stride in the National Assembly by sponsoring five transformative Bills, each meticulously conceived to tackle pressing national challenges and catalyze Nigeria’s journey toward sustainable development.

These legislative interventions, which recently ed First Reading in the House of Representatives, traverse pivotal sectors including creative enterprise, technical education, emergency response, institutional ability, and housing finance. Together, they herald a fresh vision for a more efficient, equitable, and aspirational Nigerian state.

*1. National Institute for Film Production and Entertainment Industry Village (Establishment) Bill 2025 (HB.2341)*
This Bill seeks to establish a state-of-the-art institute tailored to Nigeria’s booming film and entertainment sector.
Designed to be a crucible of creativity, it will elevate technical expertise, nurture indigenous talent, and position Nigeria as a global powerhouse for storytelling and content production.
Crucially, the institute will serve as a springboard for emerging voices in music and film, particularly from the Southeast, which s for over 40 percent of Nigeria’s movie artists, many of whom hail from Imo State. It is a clarion call to institutionalize what has long been a cultural goldmine, enabling young creatives to refine their craft and thrive in a globally competitive industry.

*2. Federal Institute of Technical Education and Skills Acquisition Mbaise (Establishment) Bill 2025 (HB.2342)*
Aimed at bridging the widening skills gap and stemming the tide of youth unemployment, this Bill proposes a Federal Institute for Technical Education and Skills Acquisition in Mbaise. The institution will offer cutting-edge vocational training, equipping young Nigerians with hands-on skills and entrepreneurial acumen tailored to the demands of the modern economy.
It is no secret that Ahiara Technical College, the only technical institution in Mbaise, has long been in a state of disrepair. As a state-owned entity, its impact has dwindled over time. Meanwhile, the Federal Government has recently embarked on revitalizing its network of technical colleges nationwide. Yet, Imo State is glaringly absent from that list. This Bill corrects that omission, anchoring federal presence in technical education within Mbaise.

*3. National Emergency Call Centre and Short Code (Establishment) Bill 2025 (HB.2343)*
This Bill proposes the establishment of a unified national emergency communication system anchored on a single, easily memorable short code to streamline public response to crises.
At the heart of this proposal is the creation of a national switchboard akin to those in developed countries, systems that have proven critical in saving lives. Nigeria must adopt its own standardized emergency code capable of linking citizens to life-saving in cases of robbery, medical distress, fire outbreaks, or natural disasters. Much like 911 in the United States, our nation must prioritize a seamless and immediate emergency response infrastructure.

*4. National Independent Project Monitoring and Evaluation Agency (Establishment) Bill 2025 (HB.2344)*
With this Bill, Hon. Martins seeks to institutionalize an autonomous agency tasked with objectively monitoring and evaluating public projects across Nigeria. By design, it will elevate transparency, fortify ability, and ensure judicious utilization of public resources.
This initiative addresses the troubling trend of abandoned or substandard government projects. Today, MDAs often monitor and evaluate the same projects they originate, inevitably breeding conflicts of interest and, at times, collusion. As the adage goes, one cannot be a judge in his own case. By creating an independent agency to serve as an impartial arbiter, this Bill aims to safeguard project execution from conception to completion, ensuring taxpayers get full value for every naira spent.

*5. Real Estate Development Bank Bill 2025 (HB.2345)*
To mitigate Nigeria’s deepening housing crisis, this Bill proposes the establishment of a specialized financial institution, the Real Estate Development Bank, dedicated solely to funding and promoting housing and real estate projects nationwide.
Unlike existing institutions that often limit their partnerships to state governments and focus on low-cost housing, this bank will directly engage core private-sector investors. With single-digit interest financing, it will stimulate the sector, attract large-scale investment, and facilitate widespread homeownership. By serving as a reliable catalyst for affordable housing, the bank will help close Nigeria’s housing deficit and unleash new growth across the construction and real estate industries.

In a continued show of people-focused leadership, the Honourable Member representing Ahiazu Mbaise/ Ezinihitte Federal Constituency, Hon. Emeka Martins Chinedu, will tomorrow commence the official distribution of solar-powered streetlights across the wards in Ahiazu Mbaise Local Government Area.

This marks the first phase of the 1,000-unit solar streetlight initiative across Ahiazu and Ezinihitte LGAs. The project is designed to boost security, improve nighttime visibility, and stimulate economic and social life within the constituency.

Each of the twelve wards in Ahiazu Mbaise will receive 40 units, totalling 480 in this initial phase. Distribution for Ezinihitte will follow shortly, with details to be announced.

What is happening in PDP is nothing to write home about, since 2023 primary election PDP has been from one issue to another and if care is not taking PDP will not have any National / State Assembly in the 11th Assembly and the only option to save PDP from this Tsunami that will befall them in 2027 general election is to give all National / States Assembly Automatic tickets so that they can be able to win back their constituencies and this will favour more of those that are doing well in their respective constituencies. This automatic tickets arrangements should start immediately before all the PDP National / States Assembly Defect to the Ruling party (APC), this automatic tickets should be a compensation to them for not defecting to the ruling party and this should be done before PDP NEC Meeting slated for March, 2025.

PDP should try and put their house in order by sacking some powerful like Fct Minister for sabotaging the party in 2023 general election for his own selfish gain which made PDP to loose the 2023 presidential election.

Over to the PDP executive to start the arrangement immediately, the way things are going, it may get to a stage when nobody will be willing to contest under PDP, the time is now to avert it so that Nigeria will not get to the stage of One Party system which APC are trying very hard to achieve which is normal for every party in power to think of, When PDP was the ruling power in this country, they equally tried their possible best to make Nigeria a one party system Nation but a stronger opposition did not allow it to happen but now the reverse is the case, PDP is too weak to lead an opposition.

If the Southeast is really serious about producing a Nigerian President of Igbo origin, then as a group, they ought to do the equity that they are asking Nigeria to do to them.

Because this micro-zoning to Anambra does not fit with the claim that the Igbos are marginalised. I can agree that the Southeast is not politically and economically at par with other regions. But when you talk about Anambra, the dynamics change.

Anambra is one of the states that has benefited the most from Nigeria's political hegemony. Anambra is not a marginalised state. Anambra is not oppressed. If at all, Anambra is a state that enjoys robust political dominance.

Only six states have arguably tasted more federal power than Anambra, and they include Plateau, Ogun, Niger, Kano, Sokoto, and Bauchi.

As a state, Anambra has had more than its fair share of federal positions. The first President of Nigeria, Nnamdi Azikiwe, was from Onitsha, Anambra. The man who succeeded him as acting President, Nwafor Orizu, was from Nnewi, Anambra. He was also the first Senate President of the First Republic.

The military Head of State of the defunct Republic of Biafra, Colonel Emeka Ojukwu, was also from Nnewi, Anambra.

The first vice President of Nigeria, Chief Alex Ekwueme, was from Oko, Anambra, and the first Nigerian and African head of the Commonwealth of Nations, Chief Emeka Anyaoku.

In this republic, Anambra has produced the most powerful and influential Senate President, Chuba Okadigbo, as well as a Governor of the Central Bank.

When President Shehu Shagari held the National Council of State meetings during his time in office, Anambra used to dominate because they had three : Nnamdi Azikiwe and Nwafor Orizu, who were both former Presidents, and Alex Ekwueme, who was the incumbent vice President.

The attached photo was taken at a Council of State meeting presided over by President Shagari. Anambra had the most attendance!

You can see two Anambra sons in this photo, compared to one Sokoto indigene (President Shagari) and another citizen from Ogun (General Obasanjo).

Anambra is NOT marginalised.

Peter Obi and his principal backers, like Dr. Chike Obidigbo, have repeatedly argued that power should be rotated to the Southeast. Dr. Chike Obidigbo made this claim again in today's papers, and said rotation favoured Peter Obi.

Peter Obi is from Anambra. Even agreeing, for the sake of argument, that Peter Obi and Dr. Chike Obidigbo are right and rotation favours the Southeast, why must it be from Anambra?

Why not go the whole hog and consider more marginalised and deprived parts of Igboland, derisively called Wawa Igbo? What is wrong with queuing up behind somebody from Ebonyi, for example?

If this is really about equity and fairness, then it should first be done locally before it is done nationally. Except it is just a ruse. Is it?

2023:The Marginalization of the South East By Anambra State.

The South-Eastern part of Nigeria is one of the geo-political zones that have contributed quality human resources to the Nigerian political space. The region is known for both economic and political influence to the larger Nigerian State. Despite having only five states as against the six and seven states of other zones, the South East has continued to maintain its relevance and collaboration with other regions, especially the South-South in asserting her influence in Nigerian politics.

However, this region has suffered series of marginalization both in the larger Nigerian political space and within the region itself. The region has been short-changed with only five States. The implication of this can be seen in fewer federal legislators from the region and more from regions with six and seven states. The one-state deficit in the South East also means fewer political opportunities for the people of the region and development. However, the main thrust of this paper is not the marginalization emanating from the Nigerian federation via the 1999 Constitution but the internal marginalization that exist within the states in the region. Put differently, this paper is an attempt to shed light on the opportunities enjoyed by some states in the South East (especially Anambra State) much to the disadvantage of other states in the region. These opportunities come in the form of political offices.

In the Southern Eastern region, political opportunities have tilted towards some states. A statistical analysis of political offices available to the South East reveals that some states have produced or almost produced all federal political office available.

For the sake of emphasis, while the marginalization meted out to the South East by the Nigerian state is obvious and well known by Nigerians and especially Ndi-Igbo at home and in Diaspora, there exist a systematic marginalization within the region manifesting in the form of Anambra and Abia wielding their economic/wealth advantage to grab more Federal position much to the chagrin of the other three states. The worst hit by this comparative disadvantage is Imo State: The Eastern Heartland.

To buttress the above assertion, a statical trip was undertaken to establish the veracity of the claim that indeed other South Eastern States are being marginalized by Anambra State and to appreciable extent, Abia State.

Anambra: Created in the year 1976 and unofficially known as the economic power house of the East, Anambra State is not just the home to the reknown Onitsha and Nnewi Markets. It is also not just the house of globally acclaimed industrialist and captains of industry; it is a haven of reknown political and diplomatic statesmen who have earned their place in the annals of Nigeria politics. The State boast of having produced the first and only indigenous Governor General of Nigeria the Late Owelle of Onitsha, Dr. Nnamdi Azikiwe. Anambra has also produced Nigerian President (1963 – 1966) in same Dr. Nnamdi Azikiwe. Further, the state has also produced the First Nigerian elected Vice President (1979 – 1983) in the person of the late renowned Architect, Chief Alex Ekwueme. Two President of the Nigerian Senate have also emerged from Anambra State: Chief Nwafor Orizu and Dr. Chuba Okadigbo. Also, a Speaker of the Federal House of Representative hailed from Anambra State, Chief Edwin Umezuoke. Apart from producing politicians who are first to occupy such offices, Anambra is also home to some of the finest and refined Economists, politicians and diplomats. Chief Emeka Anyaoku, a globally recognized son of Anambra State who has made his mark in the common wealth of Nation is an Example. Also Prof. Chukwuma Charles Soludo sat the helms of the affairs of Central Bank of Nigeria from 2004 – 2009, Dr. Kingsley Moghalu occupied the Deputy Governorship position in the Central Bank of Nigeria between 2009 – 2014. Mention must also be made of Dr. Oby Ezekwesili who has also made her mark at the World Bank as Vice President Incharge of Africa.

Abia State: Created in 1991 and known as the God’s Own State, Abia State ranks second in the South East for having produced leaders at the National stage. The late accomplished officer of the Nigerian army who went ahead to become the first military Head of State of Nigeria, Gen. Johnson Thomas Umunakwe Aguiyi Ironsi was a son of Abia State. He became Head of State after January 15th 1966 Military Coup, He ruled till July 31st 1966. The state has also produced the equivalent of a Vice President Commodore Ebitu Ukiwe: Senate President Adolphus Nwagbara and Speaker of the Federal House, Jaja Nwachukwu of Abia origin also.

A notable politician/consultant economist who was a super minister between 2011 and 2015, Dr. Ngozi Okonjo Iweala also hails from Abia State via marriage and has since been holding offices through Abia State slot. She is at the verge of leading the World Trade Organization (WTO) and taking Nigeria and Abia State further to the world.

Enugu: Popularly known as the Coal City, Enugu became a State in 1991 and was once the capital city of Eastern Nigeria. The State is known for having produced a Senate President in Chief Ken Nnamani and also a Deputy Senate President Senator Ike Ekweremadu (2007 – 2019). Ekweremmadu was especially influential in the Nigerian Legislative space for those 12 years as DSP and for the same period chaired the very important senate committee on the Amendment of the 1999 Constitution.

Ebonyi State: Created in 1996 by the Abacha istration in an attempt to address the problem of marginalization of the South East, Ebonyi State has had a single individual dominate her politics at the national level from 1999 to 2015. The State can boast of having produced a Senate President and also Secretary to the Government of the Federation (SGF). Both positions were occupied by the same individual, Chief Anyim Pius Anyim, who is seen in Ebonyi and the founder and father of the state as well as the architect of modern Ebonyi.

Imo State: Created in 1976 and regarded as the Eastern Heartland, Imo State has managed to produce Chief Evan Enwerem who had a brief stinct as Senate President before he was removed. Imo State also boasts of having produced a Deputy Speaker of the House of Representatives in Chief Emeka Ihedioha.

From the figures above, it is clear that Anambra holds the lead. This could owe much to the economic clout they possess. Comfortably, Anambra State leads the South East in the order of having benefitted most from Federal positions.

Abia State has also proven itself as worthy for having produced distinguished personalities for federal offices.

It is my submission therefore that should the 2023 presidency be zoned to the South East by any of the Major Political Parties or both, Imo, Ebonyi and Enugu States, should be considered as Anambra and Abia have had their fair share, notable people that are eminently qualified includes Sen. Ike Ekweremadu, Sen. Rochas Okorocha, Sen. Anyim Pius Anyim, Sen. Ken Nnamani, Rt.Hon. Emeka Ihedioha, Sen. Dr. Sam Egwu, Engr. David Umahi etc.

This is the meaning of equity and the concept of equitable distribution of opportunities. Considerations and priorities should be given to the three states stated above in order to allay the fear of systematic marginalization and calculated subjugation of the other states by Anambra and Abia States. A close feel of the pulse of Ndi-Igbo reveals this fear and feeling of entranched domination of the region by Anambra. The enormous wealth of their business class and the shrewdness of their politicians has been partly adduced to be the reason for such.

However, there is an urgent need for the regions to look inward and begin to address the problem of marginalization from within before we can effectively tackle the problem of the marginalization of the entire South East by the rest of the Federation.

Also, a Speaker of the Federal House of Representative hailed from Anambra State, Chief Edwin Umezuoke. Apart from producing politicians who are first to occupy such offices, Anambra is also home to some of the finest and refined Economists, politicians and diplomats. Chief Emeka Anyaoku, a globally recognized son of Anambra State who has made his mark in the common wealth of Nation is an Example. Also Prof. Chukwuma Charles Soludo sat the helms of the affairs of Central Bank of Nigeria from 2004 – 2009, Dr. Kingsley Moghalu occupied the Deputy Governorship position in the Central Bank of Nigeria between 2009 – 2014. Mention must also be made of Dr. Oby Ezekwesili who has also made her mark at the World Bank as Vice President Incharge of Africa.

Abia State: Created in 1991 and known as the God’s Own State, Abia State ranks second in the South East for having produced leaders at the National stage. The late accomplished officer of the Nigerian army who went ahead to become the first military Head of State of Nigeria, Gen. Johnson Thomas Umunakwe Aguiyi Ironsi was a son of Abia State. He became Head of State after January 15th 1966 Military Coup, He ruled till July 31st 1966. The state has also produced the equivalent of a Vice President Commodore Ebitu Ukiwe: Senate President Adolphus Nwagbara and Speaker of the Federal House, Jaja Nwachukwu of Abia origin also.

A notable politician/consultant economist who was a super minister between 2011 and 2015, Dr. Ngozi Okonjo Iweala also hails from Abia State via marriage and has since been holding offices through Abia State slot. She is at the verge of leading the World Trade Organization (WTO) and taking Nigeria and Abia State further to the world.

Enugu: Popularly known as the Coal City, Enugu became a State in 1991 and was once the capital city of Eastern Nigeria. The State is known for having produced a Senate President in Chief Ken Nnamani and also a Deputy Senate President Senator Ike Ekweremadu (2007 – 2019). Ekweremmadu was especially influential in the Nigerian Legislative space for those 12 years as DSP and for the same period chaired the very important senate committee on the Amendment of the 1999 Constitution.

Ebonyi State: Created in 1996 by the Abacha istration in an attempt to address the problem of marginalization of the South East, Ebonyi State has had a single individual dominate her politics at the national level from 1999 to 2015. The State can boast of having produced a Senate President and also Secretary to the Government of the Federation (SGF). Both positions were occupied by the same individual, Chief Anyim Pius Anyim, who is seen in Ebonyi and the founder and father of the state as well as the architect of modern Ebonyi.

Imo State: Created in 1976 and regarded as the Eastern Heartland, Imo State has managed to produce Chief Evan Enwerem who had a brief stinct as Senate President before he was removed. Imo State also boasts of having produced a Deputy Speaker of the House of Representatives in Chief Emeka Ihedioha.

From the figures above, it is clear that Anambra holds the lead. This could owe much to the economic clout they possess. Comfortably, Anambra State leads the South East in the order of having benefitted most from Federal positions.

Abia State has also proven itself as worthy for having produced distinguished personalities for federal offices.

It is my submission therefore that should the 2023 presidency be zoned to the South East by any of the Major Political Parties or both, Imo, Ebonyi and Enugu States, should be considered as Anambra and Abia have had their fair share, notable people that are eminently qualified includes Sen. Ike Ekweremadu, Sen. Rochas Okorocha, Sen. Anyim Pius Anyim, Sen. Ken Nnamani, Rt.Hon. Emeka Ihedioha, Sen. Dr. Sam Egwu, Engr. David Umahi etc.

This is the meaning of equity and the concept of equitable distribution of opportunities. Considerations and priorities should be given to the three states stated above in order to allay the fear of systematic marginalization and calculated subjugation of the other states by Anambra and Abia States. A close feel of the pulse of Ndi-Igbo reveals this fear and feeling of entranched domination of the region by Anambra. The enormous wealth of their business class and the shrewdness of their politicians has been partly adduced to be the reason for such.

However, there is an urgent need for the regions to look inward and begin to address the problem of marginalization from within before we can effectively tackle the problem of the marginalization of the entire South East by the rest of the Federation.

Igbo President: Why Only Anambra? What About Ebonyi?

If the Southeast is really serious about producing a Nigerian President of Igbo origin, then as a group, they ought to do the equity that they are asking Nigeria to do to them.

Because this micro-zoning to Anambra does not fit with the claim that the Igbos are marginalised. I can agree that the Southeast is not politically and economically at par with other regions. But when you talk about Anambra, the dynamics change.

Anambra is one of the states that has benefited the most from Nigeria's political hegemony. Anambra is not a marginalised state. Anambra is not oppressed. If at all, Anambra is a state that enjoys robust political dominance.

Only six states have arguably tasted more federal power than Anambra, and they include Plateau, Ogun, Niger, Kano, Sokoto, and Bauchi.

As a state, Anambra has had more than its fair share of federal positions. The first President of Nigeria, Nnamdi Azikiwe, was from Onitsha, Anambra. The man who succeeded him as acting President, Nwafor Orizu, was from Nnewi, Anambra. He was also the first Senate President of the First Republic.

The military Head of State of the defunct Republic of Biafra, Colonel Emeka Ojukwu, was also from Nnewi, Anambra.

The first vice President of Nigeria, Chief Alex Ekwueme, was from Oko, Anambra, and the first Nigerian and African head of the Commonwealth of Nations, Chief Emeka Anyaoku.

In this republic, Anambra has produced the most powerful and influential Senate President, Chuba Okadigbo, as well as a Governor of the Central Bank.

When President Shehu Shagari held the National Council of State meetings during his time in office, Anambra used to dominate because they had three : Nnamdi Azikiwe and Nwafor Orizu, who were both former Presidents, and Alex Ekwueme, who was the incumbent vice President.

The attached photo was taken at a Council of State meeting presided over by President Shagari. Anambra had the most attendance!

You can see two Anambra sons in this photo, compared to one Sokoto indigene (President Shagari) and another citizen from Ogun (General Obasanjo).

Anambra is NOT marginalised.

Peter Obi and his principal backers, like Dr. Chike Obidigbo, have repeatedly argued that power should be rotated to the Southeast. Dr. Chike Obidigbo made this claim again in today's papers, and said rotation favoured Peter Obi.

Peter Obi is from Anambra. Even agreeing, for the sake of argument, that Peter Obi and Dr. Chike Obidigbo are right and rotation favours the Southeast, why must it be from Anambra?

Why not go the whole hog and consider more marginalised and deprived parts of Igboland, derisively called Wawa Igbo? What is wrong with queuing up behind somebody from Ebonyi, for example?

If this is really about equity and fairness, then it should first be done locally before it is done nationally. Except it is just a ruse. Is it?

Emeka Ihedioha, CON, alongside his wife, Lady Ebere Ihedioha, ed other dignitaries to commission a newly constructed road in Mbaise, funded by High Chief Magnus Miracle. Highlight of the event, which attracted notable figures, was the special prayers led by the Catholic Bishop of Ahiara Diocese, Most Rev. Simon Okezue Nwobi, CMF, who blessed the road and its significance to the community.

Encomiums were showered on High Chief Magnus Miracle for his philanthropic gesture, with many describing the project as a beacon of progress and a model for community-driven development. Ihedioha was ed by the former Governor of Sokoto State and former Speaker of House of Representatives, Senator Aminu Waziri Tambuwal CFR; Member representing Ahiazu Mbaise/Ezinihite Federal Constituency, Rt. Hon. Emeka Martins Chinedu; Nollywood icon Chief Kanayo O. Kanayo; Chief Francis Nwaogwugwu; religious leaders, and other prominent sons of Mbaise.

The project, which is expected to enhance transportation and boost local economic activities, was unveiled amidst applause and goodwill.
