Conestoga college will refund your deposit only if you send them prove that your study permit application was rejected , by sending them a copy of the refusal letter from IRCC. Also you need to withdraw your acceptance before resumption starts. Lastly they will deduct $200cad and refund $1300cad to the same you used in making the $1500cad deposit. You will need to sign into your student to ask for a refund.
I know all this because my friend got his deposit refunded less $200cad from Conestoga college after his study permit application got rejected.

It's refundable but they will deduct $200 istrative fee from it. But before you can get your refund, you must show them evidence of your study permit refusal.

Go and apply to Fanshawe College through ApplyBoard. You'll get ission in less than a week. You can now update IRCC with your new LOA.

It’s better you go for your medicals ASAP… getting a date for medicals is also another wahala.
I’m a June applicant but I got my medical request last week. I couldn’t get an early date.
So I would advice you get it done now.
