The Rural Electrification Agency (REA) has commissioned four solar power mini-grid plants at the Isolation Centres in Abuja, Lagos and Ogun States with 14 days, to provide uninterrupted power supply as health workers battle to treat rising cases of COVID-19 nationwide. The Managing Director of the REA, Malam Ahmad Salihijo Ahmad said the initiative was a swift response to a national call on agencies by government to intervene in the ongoing fight against the spread of the COVID-19 pandemic.

President Muhammadu Buhari had on 29th March, 2020 in a national broadcast on COVID-19 pandemic, charged all agencies and well-meaning Nigerians to the federal ministry of health and the Nigeria Centre for Disease Control (NCDC) in curbing the COVID-19 pandemic. As the supervisory minister of the REA, the minister of power followed up with a directive on the 31st of March, 2020 itemising palliatives for the power sector, specifically mandating the agencies for full implementation.

Even before the directive by the minister, the REA has been implementing the Nigeria Electrification Project (NEP), Energizing Economies Initiative, Energizing Education Programme, Rural Electrification Fund (REF), Energy Database and Capital projects. Solar power facilities completed in 2 weeks Speaking on the agency’s role at this period of national emergency, the REA Chief, Ahmad, who provided a background on the projects, said the agency launched some emergency programmes to install Solar Home Systems (SHS) and solar power mini grids at the isolation centres for COVID-19 and other healthcare centres nationwide.

According to him, the agency is mindful of the impact of reliable electricity access, especially at this difficult time and will continue to engage with stakeholders to complement the efforts of the Presidential Task Force on COVID-19 among others to ensure that the pandemic is contained and managed effectively. The emergency programmes began around 3rd of April 2020, using renowned solar power firms that include Blue Camel Energy. By 15th of April, 2020 (Wednesday), REA had handed over two completed solar hybrid mini grid plants in Abuja and Lagos to the Presidential Task Force on COVID-19 through the NCDC.

Two other completed solar hybrid mini grids were handed over on Thursday in Ogun state. The fully installed solar hybrid projects are 53.1 kilowatt power (kwp) solar mini grid at the University of Abuja Teaching Hospital (UATH) COVID-19 isolation centre, and the 25kwp mini grip solar plant at the National Centre for Disease Control (NCDC) Public Health Laboratory in Lagos. There is the 20kwp solar hybrid mini grid at the 128-bed Ikenne Isolation Centre in Ogun State, and the 10kwp mini grid solar plant at the 100-bed Iberekodo Isolation Centre still in Ogun State.

“This initiative is being implemented by the agency to complement the efforts of the federal and state governments as well as the private sector in containing the spread of the COVID-19 virus in the country,” Ahmad noted. Expatiating further shortly before he handed over the UATH facility in Gwagwalada in Abuja, Ahmad said, “The REA being the implementing agency of the federal government for the electrification of un-served and underserved areas across the country hereby provides and hands over this 53.1KWp solar hybrid mini grid at the University of Abuja Teaching Hospital COVID-19 Isolation Centre.

This project is one of initial four solar hybrid mini grids implemented by the REA at COVID-19 health facilities. “Implementing these projects will provide clean, safe and reliable electricity to enable our health workers thrive towards the fight against this Covid-19 disease,” he said. In his remarks at the event, the Director General of NCDC, Dr. Chikwe Ihekweazu who was represented by an official of the Centre said, “We applaud this generous gesture by the Rural Electrification Agency of providing these solar hybrid mini grids to COVID-19 isolation centers and the public health laboratory in Lagos state. This will truly help our health workers in containing the spread of COVID-19 in the country”.

Responding, Yakubu Abdullahi who represented the Chief Medical Director (CMD) of the UATH, Prof. Bissalla Ekele, on behalf of the beneficiary institutions of the solar mini grids, thanked the federal government and the REA for delivering the projects towards combating COVID-19.

They expressed optimism that the projects will provide constant power to the centres to help combat COVID-19 and will also provide conducive environment for patients to recover from this disease. In spite of this milestone, REA said it will complementing the efforts of the federal government towards containing the spread of COVID-19 while it continues fulfilling its mandate of providing clean, safe and reliable electricity to rural areas across the country.

The Bill and Melinda Gates Foundation has said that northern Nigeria remains a high-risk region for the spread of coronavirus. Its Chief Executive Officer of the Foundation, Mark Suzman, during a conference call with some African journalists yesterday, said this was due to the region’s weak primary healthcare system. He said: “We’ve worked extensively in the north because it’s the poorest part of Nigeria.

It does have sort of the weakest overall health infrastructure and facilities and that’s also why the region has the highest child and maternal mortality rate. “Those characteristics are shared by several African countries including in the region that is comparable to the challenges in the other parts of the Sahel and other parts of the continent.

“I don’t think there is anything sort of specific you call out other than the risks are obviously greater when you do have a very weak, underlying primary healthcare structure and system in place.”

Nasarawa is among states without a ventilator to help in the fight against coronavirus pandemic, but the state governor, Abdullahi Sule has bought 24 Toyota Hilux vehicles for state lawmakers, estimated at nearly N500 million. There are 169 ventilators nationwide spread across only 16 states, Daily Trust exclusively reported last week.

On Thursday, the number of confirmed COVID-19 cases rose to 407, with 128 patients discharged after treatment and 12 deaths reported. Speaker of Nasarawa House of Assembly, Ibrahim Abdullahi, on Monday stated that Abdullahi gave the 24 Toyota Hilux to the lawmakers as official vehicles.

At an average cost of N21m per car, they are worth a combined total of N504m. Some Medical and Health Workers in the state on Thursday protested non-payment of their March salary by Doma local government. They threatened to embark on industrial action from Friday, if they are not paid. Cost of ventilator Findings reveal that a hospital-grade ventilator cost between $25,000 (N9.175m) and $50,000 (N18.350 m), using the Central Bank’s official exchange rate of N367 for a dollar. A ventilator is a machine that provides mechanical ventilation by moving breathable air into and out of the lungs, to deliver breaths to a patient who is physically unable to breathe, or breathing insufficiently. A respiratory expert who craved anonymity said Nigeria requires about 10,000 respirators for emergencies over the ongoing pandemic.

Most of the ventilators already present in the country are in tertiary hospitals—federal medical centres and teaching hospital, he noted. He said ventilators were very important equipment, not only being used for ive care of COVID-19 patients, but other respiratory illnesses, adding that it was important for all hospitals to have them.

Nasawara has not reported any confirmed case of COVID-19 but it shares boundaries with Kaduna, Abuja, Kogi, Benue and Taraba. Abuja, Kaduna and Benue have 58, six and one confirmed cases respectively.

Contrary to fake news making the rounds, the Federal Ministry of Education has issued a statement saying its decision to close schools, as a result of the COVID-19 pandemic, remains in force.

“The ministry has not directed the reopening of any school at any level.

The purported press release by the minister to that effect is a clear forgery as it did not emanate from the minister,” the statement signed by the Director Press, Ben Bem Goong, said.

The statement advised the public to disregard all fake stories that appear to be news in the mass media. In a related development, Mr Goong has said that government does not blame vice chancellors for the strike embarked upon by the Academic Staff Union of Universities (ASUU).

The Kwara State Government has dismissed claims making wave across the state suggesting that a local delicacy of yam flour, popularly referred to as ‘Amala’, cures the COVID-19 infection.

The Permanent Secretary, Kwara state Ministry of Health, Dr Abubakar Ayinla, stated this on Tuesday in Ilorin during the daily routine meetings of the medical team of the Kwara COVID-19 Technical Committee in the state. Dr Ayinla stated that the state government has set up the Risk Communication Teams, among others, to manage rumours and fake news circulating with regards to COVID-19 in the state. He explained that the teams were set up to allay fears of misconception, while reiterating that COVID-19 has no cure for now and that Amala cannot cure it.

He also noted that the confirmed patients with COVID-19 infection at the Sobi Isolation Centre were faring well, adding that the state government is caring for their needs. Also speaking, Dr Michael Oguntoye, the Director, Primary Health Care at the Ministry of Health, explained that the state presently has three COVID-19 isolation centres across the state. According to him, the Sobi Isolation Centre currently has 300 bed space for different levels of care as well as the intensive care unit together with high risk unit. He noted that the whole of the Sobi hospital has been converted to an Isolation centre.

The other Isolation centres, he said, included the Hajj Transit Camp which has been turned to an Isolation centre and establishment of another Isolation camp at Offa. Oguntoye also said the state had acquired additional two ventilators to cater for any eventuality. Some of the Covid-19 task force team in Cross River State, who were on official duty, have been reportedly attacked in Calabar South area of Cross River State. A member of the team allegedly had his head ripped open by of a church called Messiah Deliverance Salvation Ministry, located at number 15 Fenton Street, Calabar South Local Government Area.

According to explanation by the team, they were at the church to enforce the directive of the governor against church gathering of not more than ten persons. The State Security Adviser, Southern senatorial district, Hon. Ani Esin, confirmed the attack and warned against such unruly behaviour.

He said three persons who attacked of the covid-19 enforcement task force have been arrested. Since the COVID-19 task force team began enforcement weeks back, there have been questions about their modus operandi with the public as cases of abuse have been recorded by the task force and against them.

The common misinformation that the novel COVID-19 does not kill Africans has been debunked severally by World Health Organization but the deaths of some prominent Africans have hit the nail deeper. Sadly, the casualties from the virus cuts across all class, nationalities and age groups. PM Mahmud Jibril died of coronavirus on April 5 in an Egyptian hospital. The 68-year-old former Prime Minister of Libya was in Cairo where he had been hospitalized for two weeks. He was reported to have suffered a heart attack before testing positive for the virus. Jubril led the rebel government that overthrew Libyan leader, Muammar Gaddafi in 2011.

Aurlus Mabele- King of Soukous

Aurlus Mabele died from coronavirus in a Parisian hospital, at age 67. He died March 19, 2020. His death was announced on Facebook by his fellow countryman. The music star from Congo is adored by his fans as ‘King of soukous’ – a high tempo and danceable music enjoyed across the continent. His real name is Aurélien Miatsonama, a Congo-Brazzaville who moved to in the 1980s.

Jacques Joaquim Yhombi-Opango – Ex-Congolese

president Jacques Joaquim Yhombi-Opango at age of 81 died from coronovirus at a Paris hospital. In late March, his family confirmed that he had underlying health conditions before contracting the virus. He was the president of Congo-Brazzaville for two years before he was overthrown by the current president, Denis Sassou Nguesso. He also served as Prime Minister for five years under the government of Pascal Lissouba. He went into exile in for 10 years before he was allowed to return home.

Manu Dibango- African music icon

Manu Dibango died at 86 from coronavirus. The Afro-jazz legend,’s death is reported to be the first global celebrity death from the virus and one that hit Africa hard. His family in a statement announced that he ed away on 24th of March 2020. The music legend is celebrated for one of his popular hits in world music, Soul Makossa. He is adored for his unique blend of jazz, funk and traditional Cameroonian music. Dibango influenced bands from Kool and the Gang in the 1970s to hip-hop in the 1990s.

Community transmission of the deadly coronavirus is being recorded in states across Nigeria because of increasing violation of lockdown order amidst policy inconsistency by relevant authorities, Daily Trust reports. Health authorities at the national and state levels are yet to give actual figures or the magnitude of the community transmission as the COVID-19 disease spreads to 19 states and the Federal Capital Territory (FCT). But experts spoken to attributed absence of actual statistics to the inability of relevant authorities to test more people in line with the recommendation of World Health Organisation (WHO).

Analysis by the Daily Trust showed that Nigeria has so far tested only 0.1 per cent of its more than 200 million, far below the global threshold and the successes recorded by other African countries. (See info graphic on this) This is amid fears that many people who have the virus are moving freely on the streets. Though the federal government had only directed total lockdown of FCT, Lagos and Ogun states, many states followed suit as part of efforts to stem the spread of the COVID-19 pandemic. But findings revealed that lack of uniformity on how the lockdown should be implemented and policy summersault in some states, lapses on the side of law enforcement agencies and the “I don’t care attitude of the citizens” are aggravating the spread of the diseases. Authorities in the FCT, Lagos, Kaduna and Kano have all itted recording community transmission but did not give specific numbers. Experts say unless urgent measures are taken, the situation could go out of hand in the coming weeks.

The federal government had on Monday, April 13, renewed the two-week lockdown slammed on the FCT, Lagos and Ogun states in line with the advice of experts and international protocol. Community transmission is a situation where a person infected with coronavirus has not travelled overseas recently and has not been in with a confirmed case of the disease. It means the source of the infection cannot be traced by authorities.

As part of its efforts to reduce the financial burden on 11,000 Micro, Small and Medium Enterprises (MSMEs) and technology start-ups in the state, which accessed its loans, the Lagos State Employment Trust Fund (LSETF) has placed a moratorium on repayment of the loans by the beneficiary enterprises. The Acting Executive Secretary of the Fund, Teju Abisoye, who disclosed this in Lagos, described the moratorium as part of the relief measures by the state government to assist SMEs amidst the shutdown occasioned by the COVID-19 pandemic. Specifically, the LSETF boss noted that the pandemic had adversely affected trade and other business activities globally; resulting in SMEs and larger corporations seeking suspension of their loans repayment. Abisoye explained that the gesture will help keep the struggling SMEs in business and serve as a spark of optimism in anticipation of a quick return to normalcy and business continuity.

She explained: “Some SMEs had obtained loans from LSETF for their business growth, prior to the coronavirus outbreak. However, trade has been stagnant, so the moratorium is part of the relief measure by the state government to assist SMEs amidst the shutdown. We are ionate and committed to enabling every productive resident in Lagos to dream, grow and succeed in their endeavours. “We are keen to helping them get access to affordable financial and other institutional needed to create wealth and employment for our youth, while significantly contributing to building a 21st century economy for Lagos in alignment with the state Ggovernment’s THEMES agenda.

“We understand that to do this, we must engender an enabling environment for small businesses to operate and thrive. In recognition of the difficulty that businesses may encounter this period, we understand that many of them will not be able to meet their loan repayment obligations,” she said. The LSETF has also suspended the ‘Lagos Innovates Workspace Vouchers Programme’, which was designed to and facilitate access to well-equipped workspaces and learning for potential innovators and founders of start-ups in the Lagos tech ecosystem. The programme was suspended for a month due to the lockdown by the government.

The Attorney-General of the Federation (AGF) and Minister of Justice, Abubakar Malami (SAN) has said that federal government’s fight against corruption in the country is impartial, objective and non-discriminatory.

In a statement by his media aide, Dr. Umar Jibrilu Gwandu on Wednesday, Malami said allegations that the fight is being used for political witch-hunting are unfounded, baseless and devoid of factual proof. Malami stated this while responding to claims contained in a letter allegedly written by a US senator commenting on the issue. “The evidence on the ground establishes that the Federal Government’s operations in the fight against corruption are carried out without fear or favor,” Malami said.

He added that “ of the ruling or opposition parties and otherwise are in no way spared in view of numerical data of recorded judicial convictions.” Malami noted that the efforts to have a corrupt-free Nigeria are devoid of any political inclinations as recent convictions recorded were against the of All Progressives Congress (APC).

‘Abacha loot not shared with third party’

Meanwhile, the AGF has also dispelled rumours that the federal government has not entered into an agreement to concede some amount of money from the $300m Abacha loot set to be repatriated back to Nigeria from the Island of New Jersey. Malami said this in an interview with Voice of Nigeria and Deutsche Welle on Tuesday 7th April, 2020, according to his media aide.

Malami assured that the federal government is bound by the tripartite agreement it entered into with the United State of America and Island of New Jersey. He added that President Muhammadu Buhari is committed to ensure that the funds are utilised for the Abuja-Kano, and Lagos-Ibadan Expressways as well as the 2nd Niger Bridge as contained in the agreement document.

“The insinuation of third-party beneficiary outside the scope of the agreement is, therefore, baseless and unfounded,” the minister was quoted as saying.

Only two of the many isolation centres identified by the federal government in the Federal Capital Territory (FCT) are fully ready and attending to coronavirus patients, Daily Trust reports.

The two centres are located at the University of Abuja Teaching Hospital (UATH) in Gwagwalada, which has space for 33 patients and the National Hospital, Abuja, which has capacity for five patients only. There are calls for more well-equipped centres to meet the growing demands especially in Abuja which is recording new cases on a daily basis. Some of the places identified by the federal government as potential isolation centres in Abuja in the event of COVID-19 explosion include the DSS Guest House, Women Development Centre, Agura Hotel, This Day Dome and MKO Abiola Stadium among others.

On its part, the Federal Capital Territory istration (FCTA) said it will establish an isolation centre at Asokoro General Hospital, and two others in Karu and Zuba in the suburbs of the FCT. Checks, however, revealed that none of the three centres is fully ready to receive COVID-19 patients. Investigations showed that works is on-going in few of the places identified by the federal government for establishing isolation centres while nothing is on ground at other places.

So far, 48 cases have been confirmed in the FCT, and there are fears that until relevant authorities redoubled effort, some of the isolation centres would not be ready anytime soon. The 33-bed centre in Gwagwalada has been fully occupied while some patients have checked in at the National Hospital which has beds for five people. The building at the National Hospital was upgraded since 2014 when the country geared up to deal with the Ebola outbreak.

Daily Trust reports that officials had restricted movement around the unit which has a dedicated lift for patients. One of the officials who gave a description of the facility said each room has an en suite bath and toilet, an air-conditioner, a ventilator and oxygen . During a visit by our reporter, the unit was manned by 15 nurses, five doctors and other personnel trained for the purpose. Authorities at the hospital said they had taken in some patients and were prepared to take care of them. “We are prepared and busy now,” Jafaru Momoh, Chief Medical Director of the National Hospital, said. “We actually have some cases now and we are prepared to receive more,” he added.

Why FG mulls many isolation centres The Minister of Health, Dr. Osagie Ehanire, had last Wednesday said that federal government would continue to expand the isolation centres in the FCT to accommodate more patients. Speaking during the Presidential Task Force (PTF) on COVID-19 news briefing, the minister said, “With nearly 1,000 bed spaces identified in the FCT, we would continue to expand the number of isolation centres and Intensive Care (ICU) units across the country for those who may have severe complications from the disease due to being immuno-compromised. “This includes elderly people above the age of 70 or those with critical underlying health conditions such as cancer, tuberculosis and HIV,” he said.

Earlier, Minister of State for Health, Dr. Adeleke Mamora, told Daily Trust that government was working on a 700-bed space for isolation of patients that tested positive for COVID-19 in addition to the isolation centres at the National Hospital and UATH that have less than 40-bed spaces for ICU. He said: “Last weekend, the PTF on COVID-19 team visited This Day Dome. Right now, the floor of that place is being configured to make it a washable floor and mattresses and beds are also being configured there. That place alone can accommodate up to 400 patients.

“Agura Hotel can take over 300; the Women Development Centre will take about 160 patients while the DSS Guest House can take close to 200 persons,” he said. He added that less than 4 per cent of COVID-19 patients needed intensive care at isolation centres and that most cases did not require hospitalisation.

The Comptroller General of Nigeria Customs Service (NCS), Col. Hameed Ali (rtd) has approved the release of 247 truckloads of relief items with a market value of N3.250 billion and a Duty Paid Value (DPV) of N2billion from its warehouses. A statement by Customs’ Public Relations Officer, Deputy Comptroller Joseph Attah, said the approval was in compliance with the Presidential directive to provide relief items from seizures by Customs operatives.

It said the outbreak of the deadly Coronavirus (COVID-19) necessitated various and continuous actions by Government at different levels to prevent and/or stop the spread of the virus in Nigeria. The statement also said in reaction to pains associated with the effects of the lockdown in some parts of the country, some Nigerians on social media called on the Nigeria Customs Service (NCS) to share seized rice and other edible items to the public.

The relief items include 158 trailer load of rice estimated at 46,000 metric tonnes, 30 trucks of vegetable oil with 36,495 units of 25 litre kegs, and 3,428 kegs of palm oil. Others are 54 trucks containing 136,705 cartons of tomatoes paste, 2,951 cartons of spaghetti and 1,253 packets of noodles, 828 bales of wrappers (Ankara) and 2,300 rolls of lace fabric.

The entire load of relief materials will be conveyed in 247 trucks, the analysis shows as Customs noted that only edible items certified fit for human consumption by the National Agency for Food and Drug istration and Control (NAFDAC) will be released to the public . Customs clarified that the provision of section 167(2) of the Customs and Excise Management Act (CEMA) CAP C45 LFN 2004 says seized items upon condemnation and forfeiture to the Federal Government by a competent court of jurisdiction are kept in government warehouses pending government directive on its disposal.

“Accordingly, in compliance with the Presidential directive, the Comptroller-General of Customs, Col, Hameed Ali (Rtd) has already approved the release of relief items to boost the Federal Government continuous efforts to alleviate sufferings associated with the painful but necessary ongoing lockdown in some parts of the country,” it noted. As at the time of filing this report, locations and places where the items will be distributed are yet to be disclosed by the Customs.

Daily Trust reports that President Muhammadu Buhari had on Monday ordered the distribution of 150 trucks of rice seized by Customs to the 36 states of the Federation. The Minister of Finance, Budget and National Planning, Mrs Zainab Ahmed, disclosed this while fielding questions from journalists at a news conference in Abuja on Monday. The news conference was on the fiscal stimulus measures in response to COVID-19 pandemic and oil prices fiscal shock.

Ahmed said the seized trucks of rice had been handed over to the Ministry of Humanitarian Affairs and Disaster Management for onward distributions to Nigerians. She added that in addition to this, the president had also approved distribution of grains from strategic grain reserves across the country.
