Do you know what it means to be married and hardly been at home? In advance countries, a wife will sue for divorce for prolonged absence of spouse. It is obvious they were growing apart in a marriage that they are suppose to be bonding together on each ing day!!!

The Economic and Financial Crimes Commission has commenced investigation into an alleged arms deal worth $200m involving a Nigerian businessman and the government of Ukraine.

Investigations on Friday revealed that the $200m had been paid to the Ukrainian authorities for the airlifting of arms to Nigeria.

The businessman handled the deal for the Federal Government a few years ago and that the payment was made through him to Ukraine.



It was alleged that the businessman, who had a memorandum of understanding with the Ukrainian authorities, decided to put the deal on hold because he was being owed some money by the past istration in Nigeria.

A top operative of the commission said on Friday that the businessman whose identity was not disclosed was picked up by operatives of the commission last week and has since been kept in custody.

He was among the 22 high profile personalities being interrogated by a 27-man Task Force set up by the Chairman of the EFCC, Mr. Ibrahim Magus, to look into the $2.1 billion arms procurement under President Goodluck Jonathan.

It was learnt that the suspect itted before the EFCC operatives that the arms had not been brought into the country from the Eastern European country.

He was also said to have told his investigators that the arms transaction ran into hitches when a top military figure (now retired) came into the scene.

The source said that the suspect mentioned the name of a service chief and a lady secretary in relation with the deal during the interrogation.

It was however not stated whether those mentioned in relation to the $200m Ukrainian Arms deal would be interrogated or not.

The source stated, “A lot of things are happening here. The task force is detaining a businessman who was involved in an arms deal involving $200m million.

“The man had a Memorandum of Understanding with the Ukrainian authorities to supply arms and ammunition of that amount to the Federal Government.

‘The man told our operatives that even though the full money has been paid, the arms are still left in Ukraine.

“He is a civilian, a businessman involved in the deal; he is insisting that Nigeria must pay him a particular amount of money before he would give Ukraine the directive to release the arms. He actually facilitated the deal.

“Upon interrogation, he mentioned a top military officer and his secretary in relation to the deal.

“I cannot tell you whether the commission will invite them or when they would be invited; it is likely that they might be invited since their names have come up during the interrogation of the principal suspect.”

Our correspondent could not get the Head of Media and Publicity of the EFCC, Mr. Wilson Uwujaren, to comment on the story as the calls to his mobile telephone indicated that it was either switched off or in an area outside network coverage.

Also, Uwujaren had not responded to a text message on the issue as of the time of filing this report by 6pm on Saturday.

The Ukrainian embassy in Nigeria could not be reached for comment on Friday. Calls made to the mission’s official line did not elicit any response.

Investigation further revealed that there is a strong likelihood that the EFCC might invite two former service chiefs to face the Arms Probe Task Force.

It was learnt that the names of the two service chiefs have been thrown up repeatedly during the various sessions of interrogation by the Task Force.

“The people being interrogated have been mentioning two service chiefs. We don’t take that as an indictment, we don’t jump to conclusions.

“There is that likelihood that they might be summoned to say what they know about the $2.1bn arms deal,” the source said.

The Economic and Financial Crimes Commission(EFCC) is extending its investigation of arms deals during the Jonathan istration to a $3 billion contract said to have been awarded by the Office of the National Security Adviser (NSA) under the late General Andrew Owoye.

Several arms dealers , a military chief and some other officials who served under Azazi have already been invited by the EFCC for interaction on the matter, The Nation gathered yesterday.

The arms dealers are being quizzed over the alleged inflation of N3billion contract for the supply of 20 units of K-38 patrol boats to the Nigerian Army by the disbanded Presidential Implementation Committee on Marine Safety (PICOMMS).

The agency is also understood to have made a breakthrough in tracking how some of the $2billion arms votes and extra-budgetary funds were withdrawn from the Central Bank of Nigeria (CBN) based on orders from above.

Similarly, the commission has quizzed a former Chairman of the Presidential Implementation Committee on Marine Safety (PICOMMS), Air Vice Marshal, Salihu Atawodi(rtd), for a N600m arms scam.

A top-level source familiar with the development said the arms dealers were invited “for interaction on the contracts given to them.”

“We noticed some discrepancies like the short supply of equipment, non-delivery and outright refusal to execute contracts.

“One of the areas we are looking into is how PICOMMS was allegedly mismanaged under AVM Atawodi. We have allegations of inflation of N3billion contract for the supply of 20 units of K-38 patrol boats to the Nigerian Army.

“There are issues about lack of due process in the award of the contract and non-delivery of the 20 units of K-38 patrol boats to the Nigerian Army.

“From records so far, the nation might have been short-changed to the tune of over N2billion out of the contract sum.

“In an instance, N620million was withdrawn from the contract sum, changed to dollars and shared by some officials of PICOMMS in one day. We will fish out the culprits.”

A top source in EFCC said: “Atawodi was arrested for alleged case of conspiracy, abuse of office and misappropriation of public funds.

“He allegedly abused his position as chairman of presidential implementation committee on marine safety to defraud the Nigerian government to the tune of over N600m through dubious contract to procure military boats.

“He awarded the contract to one Hypertech Nigeria Limited. The contractor was fully paid, but the boats were never supplied. The contract award process violated the Procurement Act.

“AVM Atawodi, who has been on the radar of the anti- graft agency since 2013, was quizzed for several hours on Wednesday after he responded to the invitation extended to him.”

The EFCC spokesman, Wilson Uwujaren, confirmed the grilling of Atawodi by the commission.

“He is assisting ongoing investigation,” he added.

About two years ago, a businessman blew the lid open on N3billion contract for the supply of six units of K-38 patrol boats to the disbanded Presidential Implementation Committee on Maritime Security (PICOMSS).

The businessman alleged that one of the officials of PICOMSS converted N620million down payment for the contract into personal use.

The same PICOMSS was enmeshed in the theft of over 200m Euros.

On the alleged massive withdrawal from the CBN,sources said that although the apex bank was hamstrung, it was careful in obtaining a written directive from ex-President Goodluck Jonathan.

It was unclear at press time whether the EFCC would interact with CBN officials.

But some vital documents have been retrieved from the apex bank to aid ongoing investigation.

One of the curious aspects of the investigation was the withdrawal of N620m from the contract sum in cash and the sharing of the loot in a day.

Investigation by our correspondent revealed that apart from probing spurious transactions in commercial banks, the EFCC has started looking at alleged “compelling and forceful” withdrawals from the CBN for security matters.

The actual figures in question were not disclosed last night, but a highly-placed source said some part of the $2billion was sourced from the apex bank.

The source said: “Investigation has shown some requests for funds or intervention funds from the CBN for security reasons. We are tracking all these requests, approvals and remittances.

“We are already retrieving some relevant documents from the apex bank in order to ascertain what such funds were actually meant for.

“One of the key things we discovered was that the CBN management was, however, careful because it made sure it got presidential approval of such requests.

“We will confront some of the suspects with these documents we have retrieved. They have the opportunity to give the details of how they spent such funds and the arms procured.”

It was learnt last night that the Acting Executive Chairman of the EFCC, Mr. Ibrahim Magu, had a meeting with the Attorney-General of the Federation, Abubakar Malami (SAN), on how to fast-track the trial of some key suspects in custody for the $2b arms scandal.

A source said: “The EFCC under Magu is doing its best to apply international best practices in managing the suspects arrested with $2b arms deals.

“The EFCC chairman has met with the Attorney-General of the Federation and Minister of Justice on how to fast-track the trial of the suspects. What the anti-graft agency did was only to approach a Chief Magistrate’s Court for an order to remand the suspects.

“But these suspects can go to a High Court to vacate such order. We are trying to tidy up to arraign the suspects in court for an order to keep them in prison custody. In fact, the EFCC cell is becoming overstretched.”

Barely three weeks in office, President Muhammadu Buhari has shocked Ministers with poor salaries and austere allowances.

He has also imposed dos and don’ts on the ministers including travel restrictions.

Most Ministers were said to be embarrassed by the perks of office accruable to them in office.

The only leverage the Ministers will enjoy is the privilege of flying in a Business Class on trips.

These conditions of service for Ministers were contained in a letter given to them during the week by the Secretary to the Government of the Federation, Engr. Babachir David Lawal.

The letter said: “I am pleased to inform you that the President of the Federal Republic of Nigeria, Muhammadu Buhari, GCFR, has appointed you as a Minister in the Government of the Federal Republic of Nigeria

“The appointment takes effect from 11th November, 2015 under the following and Conditions of Service as contained in “Certain Political, Public and Judicial Office Holders(Salaries and Allowances, etc) (Amendment ) Act 2008.”

“I am to add that your tenure terminates at the end of this istration unless otherwise decided by Mr. President. Please accept my heartiest congratulations and best wishes on your appointment.”

The SGF’s letter gave the details of the perks which the ministers will enjoy in office as long as they last in the Federal Executive Council (FEC).

While the substantive minister will earn N2, 026, 400 Annual Basic Salary($8,514.285), Minister of State is to get N1.8million($7,563.025) per annum.

Other highlights of the conditions include: Estacode Allowance($900 per diem); Duty Tour Allowance(N35,000); Utilities Allowance(Telephone/ Electricity/ Water)–30% of Annual Basic Salary (N607,920); Domestic Staff Allowance(75% -((N1,519,800) of Annual Basic Salary; Medical Facilities (in accordance with NHIS Policy); Special Assistant (To be provided in kind); Security (To be provided in kind); Air Travel (By Business Class); Newspaper Allowance (15% of Annual Basic Salary-N303,960).

The letter said: “As a Political Office Holder, you must obtain permission from Mr. President before you travel out of Abuja. If the trip is official, Ministers are entitled to a Duty Tour Allowance of N35,000 per diem. However, all private journeys will attract no Allowance.

“Severance Allowance of 300 %of Annual Basic Salary payable after full tenure of office with government. The allowance will be pro-rated after a minimum of two years tenure.

It added: “200 % of Annual Basic Salary (N4,052,800) will be paid to you to enable you to acquire accommodation of your choice in line with monetization policy.

“Furniture Allowance. 300 %(N6,079,200) of Annual Basic Salary will be paid once in every four years. The allowance will be paid annually at the rate of 75% (N1,519,800) of Annual Basic salary.

“Motor Vehicle Fuelling Maintenance Allowance. 75% of Annual Basic Salary (N1,519,800) for the maintenance of your vehicle(s) as Government no longer provides chauffeur driven vehicles to Political Office Holders/Public Officers for house to office running.

“Annual Leave (30 calendar days for each leave year or calculated on pro-rata basis, with 10% of Annual Basic Salary(N202,640) as leave grant); Personal Assistant Allowance (25% of Annual Basic salary to enable you to employ a Personal Assistant of your choice).”

Investigation however revealed that some of the ministers were uncomfortable with the salary and allowance package because it might not be able to pick their bills.

The package has caused rumbles in the cabinet because while Nigerian ministers earn $8, 514.28 Per Annum (N2,026,400), their counterparts in Ghana are on $50,000 (N11,900,000) and those in South Africa (the highest paying in the continent) were said to be taking home about $302,521 per annum.

A reliable source said: “Most ministers have been sad since they received their letters of appointment because the salary and allowance package was a far cry from where they were coming from. We hope that ministers will eventually not steal if they have to serve this nation on hungry stomach.

“We have ministers in this government who left high-net worth job of $10,000 to $20,000 per month, how will they settle their bills? Some ministers have headed corporate. You can imagine a minister managing about $3billion portfolio now getting $8,521 per Annum.

“Some ministers have children in Ivy League universities where they are paying as much as $40,000 to $60,000 per annum. How will they be able to cope to meet up with their responsibilities?”

As at press time, it was unclear if the ministers had made representation to the president or not.

“Curiously, we have some Executive Secretaries, Directors-General and Group Managing Directors of parastatals like NNPC, PPMC, NCC, NDIC, PEF, PPPRA, DPR, NERC, NIGCOMSAT, and others who will be earning more than their ministers. I think the system is distorted somehow.”

Another source added: “To earn commensurate salaries and allowances, the president can explore foreign donors’ basket for payment of ministers. Or else, it will be difficult to get the best from this team.

“Alternatively, there might be scientific corruption in Buhari’s cabinet. This is the type of corruption we call ‘chop and clean mouth.’

Dear Mr Minority leader, is it now that you suddenly realized that subsidy payments are huge? Where have you been when it rise from a few billion to Trillions in the former regime? You suddenly found your voice when it is obvious to all to see that the fuel scarcity is biting hard and the importers are claiming they have not been paid. Why do people like you want to be used by the devil to discredit or work against progress. PMB has done what is right by not going to tamper with the ECA till to pay subsidy, rather he has sent a supplementary budget to approve payment and you are saying it is huge? I expect a better analysis from a minority leader by asking the executive to provide adequate and authentic backup documentation to show such is actually owed to the importers, rather than been political about the purpose of the the supplementary budget.

The candidate of the All Progressives Congress in Saturday’s governorship election, Abubakar Audu, has died, his friend and close associate has confirmed to TIMES.
“Audu is gone,” the distraught associate, who requested not to be named, told our reporter on the telephone.
Though too shattered to provide details of the politician’s ing, he confirmed he was in the candidate’s company when he ed on.
The source said the former governor suddenly took ill and was being rushed to Abuja preparatory to being flown abroad when he ed on.
The Independent National Electoral Commission had declared the Saturday governorship election inconclusive, but Mr. Audu was in a pole position to be declared winner eventually.
A TIMES reporter who visited the APC candidate’s Lokoja residence said, “I am currently at Audu’s Lokoja residence. er are thronging the residence, anxious to confirm the news of the politician’s death.
“There is no close relative or political associate to confirm the report. ers are praying, “It shall never be true” and “holy fire shall consume anyone that says Audu is dead.”
Meanwhile, a er said the news of the sudden illness, and later death of Mr. Audu stalled celebration at his residence Saturday afternoon.
“As we were preparing for the celebration and awaiting Prince Audu, one politician came and said we should stop drumming,” the er said.
