I am reapplying for a study permit and in the study permit form, in the Background section, number 2b and 2c, the questions are: Have you been refused a visa or permit and Have you applied to enter or remain in Canada respectively. For 2b obviously I have been denied which I ticked yes.

Now for 2c (Have you previously applied to enter or remain in Canada), do I tick yes also and state same reasons for both options?

Your debit card is restricted from certain transactions. Check the card type that is required by the school. I believe they accepts credit card and not debit card. To solve this, you need a Gold card or Platinum, preferably Platinum cards from any bank. They can be used for any transactions. I hope this helps.

Police clearance is not a requirement for getting your study permit. It is added as a ing document. So if you intend to add it, it should be added with other ing documents when you're submitting your application.
