The point is that Rivers State Government can run and run other five states comfortably without federal allocations. How much even comes from the FAAC. Run the state without federal allocation simple

At the same time make sure federal government finds it very difficult to get oil money from rivers. Because money from rivers shouldn't be shared to other states too.
