There is a clear difference between one family having 10 children, and then 5 families having 2 children each. Same number but very different demographics.

I'm not holding brief for govt, as they can certainly do better, but families need to become more responsible: they should stop seeing children as sources of cheap labour but rather as assets who need to be trained (schooled) and nurtured till they can become productive of society. That is how countries become rich.
