You don't get the point.America is content formenting wars in other countries, but if it's soil was threatened, it's citizens would protest massively.
If Russia sent a dud missile to America, you would instantly see them urge Russia to keep all of Ukraine and keep out of America. They can't bomb Russia with an atomic bomb because Russia would bomb them back.
