Who told you Nigerian importers cant import critical resources, they can, forex are always available for them from the central banks.

The vast majority of importers in Nigeria are Ibos like him who produce nothing locally but use Nigeria as a dumping ground for substandard Chinese goods to the detriment of our local economy. We have restrictions on foreign rice , are they not still flooding out markets ? Has the policy worked ? Nope
Solution ?.....remove the restrictions allow imports but introduce tariffs , traffic that would make smuggling the goods not worth it

Foreign rice is 40k now ......at cost around 15k in the international market so you Introduce a 150% tariffs on imported rice ....this means for each imported rice Nigeria makes 22k ...this would discourage smuggling

Then you use the 22k to sponsor research development ,seed development and helping local farmers produce at cheaper rate

How about removing all import restrictions and raising taxation of such imported commodities?? Although this will bring about an increment in prices of goods and services, the tax burden will be shifted to the consumers leading to fall in demand...
