How much is the incountry scholarship worth?

If your ission is 2022/2023 and you win the LSS scholarship you will get the whole amount but let say you are 2021/2022 they will not give you the whole money, there would be a reduction.
In a case you did not fall on either 2022 or 2023 and you win the scholarship, sincerely u might eventually not get the money or even the LSS award itself.

Starting a Ph.D. is more flexible than Masters because you can begin it at various times of the year. Just google German universities' websites and get in touch with any professor that he/she research interests align with yours. The professor will be the best to tell when you can begin after accepting your proposal.

I suggest you should type everything.

I would suggest that you email. But the email should not be long. You can send a brief summary of what you want to do. The proposal can be sent as an attachment subsequently, after the prof has replied and shown interest in supervising you.
