Would it have been better if he had congratulated him later? The relationship between the US and Isreal goes beyond whatever Trump had with Netanyahu. The office of the Prime Minister of Israel congratulated the Joe Biden, and that a typical move expected of an ally. America stands by Isreal, not Trump.
